i.Strengthen national health systems based on PHC and Quality of Care
ii.Promote capacity building in planning, implementation, monitoring and evaluation of national health programmes.
iii.Strengthen national capacity for development of their human resources for health.
iv.Strengthen the capacity of countries in the selection and management of technologies, including training and research.
v.To promote health financing strategies that ensures universal coverage of health services.
Description of duties:
Under the supervision of the Deputy Regional Director, the incumbent, as a team leader responsible for cohesion among his/her collaborators, will carry out the following tasks :
a)Coordinate the work of Regional Advisers in the fields of health system policies and service delivery, human resources for health ; essential medicines, essential health technology and health financing and social protection and ensure program effectiveness and efficiency, Specially, s/he will :

i.Prepare biennial program budgets integrating activities of Units within the Cluster ;
ii.Provide programmatic and technical guidance and support to regional advisers and field staff under his/her supervision, as well as WHO Representatives.
iii.Develop and promote the undertaking of research activities related to the programmes of the Cluster.
iv.Participate in the information, implementation and evaluation of WHO country collaborative programmes.
v.Monitor implementation of Units' programmes activities and submit reports.
vi.Evaluate achievements of programme activities.

b) Serve with the Deputy Regional Director and others Directors as an advisory committee to the Director Regional.

c)Undertake resource mobilization activities for regional and country programmes related to his/her Division.

d)Ensure appropriate coordination of activities with other agencies and institutions that are involved in programs related to his/her Cluster.

e)Undertake any other tasks that might be assigned by the Regional Director.
Essential: Degree in Medicine or other health-related science with Post-graduate specialization in Public Health or medical speciality.

Desirable:- Training in modern teaching/learning methodologies
- Training in health economics
-High technical and managerial competence in one or several program areas.

-Good working and human relations with national and international staff as well as collaborating agencies.
Over 10 years progressive experience in administrative, supervisory and advisory functions in the field of Public Health or other medical speciality as well as, at least, 5 years experience in the field of human resources development with a minimum of 3 years in international health work.
Excellent knowledge of English and/or French and good working knowledge of the other. Knowledge of Portuguese would be an asset.
Annual salary: (Net of tax)
US$ 95,270 at single rate
US$ 103,070 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
