OBJECTIVES OF THE PROGRAMME :
Within the Department of Finance, the Central Accounting Unit (ACT) is responsible for accounting policies, accounting operations and financial reporting.
The main purpose of Finance Officer in the General Ledger Unit is to ensure financial consolidations are completed on time, to prepare management reports, reconcile accounts and assist in financial closure.
Description of duties:
The Finance Officer is responsible for supporting the day to day operations of the general ledger management.
The primary focus of the work is to ensure transactions are properly reflected in the central financial database.
The specific duties include the following:
- To prepare monthly financial updates for senior management on key financial information, including funds available, expenditure, encumbrances, budget to actual and funding gaps, highlighting any risk areas and important trends.
- To oversee the Management Dashboard, including further development and updates.
- To complete monthly consolidation and reconciliation of AMRO (American Regional Office) accounts on a timely basis involving close working relationship with AMRO, Global Service Centre, Technical Units across organization and ITT to clear / reconcile accounting balances.
- To prepare fund statements, analysis and reconciliation on a quarterly basis including follow-up with fund owners to ensure that transactions are correctly accounted for quarterly management reporting and preparing memos summarizing the status.
- To manage the UNDP account reconciliation including liaison with regional office counter parts to clear balances.
- To oversee the journal vouchers process to ensure journal vouchers are uploaded on timely basis and necessary supporting documents are saved as per defined guidelines.
- To complete other account analysis and reconciliation as requested by the supervisor.
- To assist with financial closure and reporting and audit (internal or external) queries.
- Liaise and work with ITT counterparts regarding system enhancements, in the areas of journal voucher processing, reporting and consolidation of accounts.
- To maintain standard operating process, manuals and other documents for ACT.
- To manage direct reportee(s).
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in accounting, financial management or business administration.

Desirable:
Advanced University degree and professional accounting qualification such as CA, CPA, ACCA or equivalent.
Skills:
Demonstrated skills and experience in finance and accounting management.
Ability to perform detailed financial analysis and reporting.
Mature judgement and ability to detect potential errors or control weaknesses.
Comprehensive knowledge of general principles of accounting and international accounting standards.
Very good knowledge of and skills in the use of modern integrated accounting systems. Good communication (written and oral) and interpersonal skills.
A team player.

Other skills:
Excellent IT literacy in excel, word and use of integrated accounting systems etc., is expected.

Experience:
Essential:
At least 5 years responsibility and experience in accounting or financial management, preferably within a large corporation, national, multi-national or international organization.
First-hand experience with ERP accounting systems.

Desirable:
Experience working with International Public Sector Accounting Standards, International Financial Reporting Standards or other international accounting standards.
Languages:
Expert knowledge of English required. Beginner's knowledge of French desirable.

USD 56091 at single rate
USD 60091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
