OBJECTIVES OF THE PROGRAMME :
The overall objectives of the Polio Eradication Initiative are to lead the global eradication efforts of national governments and the global polio eradication partnership to interrupt the transmission of poliovirus worldwide, certify eradication, eventually stop the use of oral poliovirus vaccine (OPV), and help establish the legacy of the polio eradication initiative. The immediate strategic objective is to implement WHO's polio emergency plans and coordinate those of the Global Polio Eradication Initiative (GPEI) partnership in support of national emergency eradication efforts in polio-infected countries and areas.
Description of duties:
1. Leads and manages the Programme Coordination and Planning team within the Strategy Support and Coordination (SSC) Unit.
2. Oversees, guides and supports the work of staff within the team to ensure that the responsibilities of the team are carried out efficiently and effectively.
3. Ensures that the team members clearly understand the team priorities and functions, their roles and responsibilities to coordinate within the team and with other teams and partners [e.g. other units in Polio Operations & Research (POL), Programme Operations & Cluster Management (PCM), UNICEF Supplies Division, CDC Stop Transmission of Polio (STOP)].
4. Guides the development of team and individual work plans, monitors the work of the team, directly supervises team members and is responsible for completion of their performance evaluations.
5. For assigned priority regions or countries, supports the country operations information needs of SSC and the other units in the Department and coordinates with the PCM team on human and financial resource allocation.
6. Oversees coordination of supplementary immunization activity (SIA) planning and international vaccine supply.
7. Ensures alignment of global SIA plans with available OPV supply on at least a quarterly basis.
8. Takes immediate steps to address vaccine shortfalls due to unanticipated demands.
9. Ensures clear understanding and robust analysis of vaccine demands and supply situation based on SIA plans and outcomes of ongoing risk analyses.
10. Oversees close coordination with UNICEF to monitor, analyze, and review models of vaccine needs, and share information on SIA plans and vaccine demand and supply situations with regions and partner agencies.
11. Ensures accuracy and reliability of vaccine forecasting information in collaboration with UNICEF and other partners, for internal planning and for discussions with manufacturers that guide production of sufficient vaccines needed by the programme.
12. Oversees coordination of the planning, tracking and deployment of human resources for priority eradication activities, including surge support and specific technical expertise.
13. Ensures that human resource gaps are tracked in priority regions and countries and coordinates the emergency human resource surge and deployment of consultants, staff, as well as personnel from partner agencies in close collaboration with the PCM team.
14. Supports and coordinates the engagement of the team in the emergency response to polio outbreaks under the guidance of SSC Coordinator.
15. Coordinates outbreak response activities, when designated as an outbreak Manager, with Coordinator SSC and Team Leader of the Strategy Planning and Analysis team to ensure development of emergency outbreak response plan and mobilization of human resources, vaccines, and other logistics to enable an immediate and robust outbreak response.
16. Ensures application and achievement of outbreak performance standards.
17. For assigned priority regions or countries, distributes primary and secondary ownership for tasks among team members, enabling them to serve as focal points of contact within the team, for other POL units, with regional and country WHO personnel and with partners.
18. Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential
Advanced university degree (i.e. Masters level) in Health, International Development or a related field.

Desirable
Medical degree or Masters level degree in epidemiology or public health.
Degree or professional experience in business management / business administration.
Skills:
Essential
Extensive knowledge of public health and epidemiology, with broad practical knowledge of public health, immunization and disease eradication policies and strategies and their application in developing and developed countries.
Proven managerial competence, with capacity to work and communicate effectively with staff and in complex organizational cultures.
Demonstrated ability in multi-disciplinary teams and servicing needs of different partners.
Demonstrated ability to work effectively with governments, partner agencies, and in field conditions.
Supervision and management of teams conducting key programme activities for internal and external stakeholders.
Excellent interpersonal skills.
Ability to guide, support and encourage colleagues to work towards common goals.
Excellent writing and presentation skills.

Desirable
Knowledge of Vaccine Manufacturing and Global Supply Chain.
Knowledge of the UN system, intergovernmental bodies.
Familiarity with data management software.

Experience:
Essential
Ten years of experience in public health and infectious disease control programmes at the national and international levels, particularly in developing countries; at least five years of which were at the international level, with coordination and management responsibilities.
Substantial experience in disease control and/or vaccines and immunization programmes, particularly in developing country settings, and disease surveillance.
At least mid-level experience in a public health programme with responsibilities for managing and supervising staff.

Desirable
Experience in collaboration and negotiations with external agencies.
Experience with GPEI partners and WHO regions.
Experience with international organizations and/or nongovernmental organizations.
Experience with a programme dealing with global commodities demand-supply matching requirements.
Experience in making strategic decisions on deployment of human resources.
Languages:
Essential
Expert knowledge of English.

Desirable
Intermediate knowledge of French.

Annual salary: (Net of tax)
USD 80887 at single rate
USD 87069 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
