To promote technical cooperation, stimulate interest and coordinate support towards health development, based on global and regional strategies and WHO guidelines.
Description of duties:
Under the guidance and supervision of the WHO Representative, the incumbent will perform the following:

1. Screen incoming correspondence, documents and reports; route them to the supervisor with full background material; ensure their distribution and follow up on deadlines;
2. Take/transcribe technical and non-technical correspondence, reports, etc. using word-processing equipment, ensuring grammatical accuracy, conformity with procedural accuracy and format;
3. Draft/prepare general and administrative correspondence on brief instructions or own initiative; type statements, reports, studies including statistical tables, etc. from manuscripts using traditional or word-processing equipment;
4. Open, organize and maintain general and project files with an appropriate system for follow up on initiated action;
5. Organize travel arrangements for the WHO Representative and prepare briefing materials, speech, or presentations for official trips or special meetings from various programmes, whichever is responsible.
6. Arrange appointments and receive official visitors for the WHO Representative; place and screen telephone calls and answer queries with discretion;
7. Keep records of important documents, reports, instructions and policy documents, including handbooks, manuals and other relevant reference materials, as well as maintain and update the filing system;
8. Assist in the follow up of programme implementation by the Philippine Government;
9. Help facilitate processing of requests and maintain effective interaction between the Country Office and Bureau of International Health Cooperation (BIHC) channels;
10. Assist in the general administration of the office;
11. Assist in initiating or raising contracts and procurements in the Global Management System (GSM) for the Country Office;
12. Assist in organizing staff development and learning (SDL) trainings and workshops for the staff in the Country Office;
13. Supervise and organize the driver's schedules;
14. Provide guidance and briefing to programme secretaries in the preparation of letters, memos and other forms of correspondence;
15. Occasionally replace other secretarial staff within the office during his/her absence.
16. Perform other related duties as required.
Equivalent to graduation from secondary school with thorough training in secretarial/administrative duties.
Thorough knowledge of office procedures and ability to acquire knowledge of WHO procedures, rules and regulations. Typing and stenographic skills at required speed. Ability to discern routine from non-routine. Ability to draft correspondence, summary of meetings and notes for the record. Skills in the use of computer and other applications. Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of conduct.
At least six years of progressive experience in secretarial/admistrative work. Experience in WHO or in another international organization an asset.
Excellent knowledge of spoken and written English.
