OBJECTIVES OF THE PROGRAMME :
The mission of the department of Information Technology and Telecommunications (ITT) is to connect people and allow free exchange of information and knowledge through reliable and relevant IT services in support of WHO's health mandate. The department leads all WHO IT teams globally in ensuring IT modernization, cost efficiencies through savings, increased staff productivity, harmonization across the Organization whilst being supported by performanc monitoring and reporting processes.The ITT department is currently leading efforts towards establishing a shared service model in WHO. Services which are common to all WHO offices are currently being standardized, operated, and supported from a central yet cost-effective location. To implement this new business model successfully requires close collaboration and active engagement with key stakeholders both in Headquarters and in the Regions.
Description of duties:
1) Responsible for setting and maintaining the Vision and Direction of the Department of
Information Technology and Telecommunications in Headquarters. Ensure that the ITT department
effectively adheres to the Design-Build-Operate model.
2) Develop and implement global ICT strategies, technology roadmaps, policies, processes, and standards while also ensuring alignment with regional IT. Implement the harmonized (shared service model) approach across WHO that will promote cost effective yet standard services and improve service levels.
3) Represent the IT function within the overall program resource management process of WHO and actively manage the operational plans, funds, resources, and expenses of the IT function. Manage multi-million dollar outsourcing contracts for managed services in the areas of networks, platforms, hosting, and application support that have far reaching impact beyond Headquarters.
4) Identify and analyze the Organization's global needs for information technology and communications services and systems and setting a relevant and cost effective strategic direction for IT inclusive of negotiated priorities IT.
5) Establish and report on IT Governance and performance at the regional and global level. Report to both senior management and to the governing bodies on the performance and status of the IT function.
6) Manage the lifecycle, support, and major transformation/evolution of WHO's global ERP system and its allied systems. Additionally, lead the implementation of global initiatives in the areas of new technologies and relevant disciplines such as but not limited to:
unified communications, cloud services, service/solution consolidation, security, business continuity planning, IT service continuity, portfolio/project management, service management, account management, and performance management.
7) Responsible for the organization, management, operation, and performance of the ITT Department in areas of relevant services, quality of service delivery, cost-effectiveness, and customer satisfaction.
8) Build a strong global team, and evaluate the overall performance of global IT against agreed objectives, service level agreements, or business outcomes. Accountable for the delivery of results in accordance with
agreed commitments.
9) Seek for efficiency and effectiveness in all aspects of ICT, including through collaboration with other agencies and organizations. Represent WHO in UN-system coordinating bodies.
10) Provide authoritative advice on IT direction, best practices, and ongoing recommendations for major investments in advanced information technology to senior
management.
REQUIRED QUALIFICATIONS
Education:
Essential:
Master's level university degree in Business Administration, Information Technology, Computer:
Science, Engineering or related discipline.
Desirable:
Further training in:
- Quality management
- Organizational management
- Performance
management.
Skills:
- Advanced knowledge of IT strategic development and implementation of vision across an organization.
- Excellent organizational capability well versed in program, project, and general
management.
- Very strong knowledge of the management of ICT operations, development and support.
- Proven ability to guide and motivate internal teams and inspire external teams to work
collaboratively for the good of the Organization.
- Able to develop and strengthen internal and
external partnerships to ensure the success of the IT strategic direction.
- Highly advanced negotiation skills.

Experience:
Essential:
Over 10 years of extensive experience as a head of IT for a large-scale complex, ideally national and multinational, organization successfully working with or managing large teams of highly qualified and professional staff with different skills, disciplines, cultures and backgrounds, including: - Proven
experience and directly responsible in managing multi-million IT budgets. - Proven experience and directly responsible in managing sizeable/big and multiple teams of IT professionals geographically separated over various time zones. - Proven experience and directly
responsible in managing multi-million dollar IT outsourcing contracts (locally and globally) for service, quality and cost effectiveness. - Proven experience and directly responsible for all IT service continuity and performance within an Organization. - Proven experience and directly responsible in implementing global or shared IT solutions across the Organization whilst also using standard frameworks in project and service management. - Demonstrated experience and directly responsible for managing a global ERP solution and an ERP global transformation project. - Proven ability to lead, influence, collaborate with other key internal and external stakeholder business groups, to promote the IT agenda within the Organization.
Desirable:
Experience in implementing new technological solutions such as cloud services. Experience in establishing and utilizing a central Program/Project Management Office.
Languages:
Expert knowledge of English required. Working knowledge of other UN official languages (Spanish, Chinese, French, Arabic, Russian) an asset.

Annual salary: (Net of tax)
US$102981 at single rate
US$112096 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
