To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.

Purpose of the Position:
To support the WHO Representative Office (WRO) in planning and implementing WHO's programme of cooperation; ensure effective and seamless administrative activities in WRO in the areas of budget, finance, procurement, human resources, general administration, building management, etc through coordinating and supervising the administrative services, oversee that deadlines are met and timely actions are taken.

Organizational Context:
- Work is performed in a typically normal office environment.
- Under the direct supervision of the WHO Representative and general supervision of the Director of Administration and Finance (DAF), the incumbent acts as the Team lead for the WRO administrative staff. The incumbent plans steps and completes work independently. Considerable judgment is involved to determine appropriate methods for the processing of the various administrative tasks and in adapting established practices to assigned work, ensuring applying rules and recommending alternatives.

Description of duties:
The duties are, but not limited to:

1. Monitor the implementation of WHO collaborative programmes with Ministry of Heath, national counterparts and the Regional office; oversee timely initiation and finalization of related actions. Liaise with the national authorities obtaining Government's clearance for assignment of WHO staff and visiting missions.

2. Supervise a wide range of human resources services, forecast future administrative staff needs to support HR planning, coordinate and participate in staff recruitment and staff orientation, ensure timely finalization of all staffing actions, and represent staff in Local Salary Survey Committee.

3. Lead, supervise, coach and counsel administrative staff in providing effective and efficient services across the full range of support functions, distribute and review work to confirm consistent application of WHO regulations and rules. Identify training needs, plan and coordinate development activities for WRO administrative staff.

4. Coordinate with WRO staff on project priorities and activities; assess programme and administrative services delivery. Contribute to the development of the WRO programme budget, OSERs and workplans. Maintain an overview on budgetary, funding and related financial issues, closely monitoring deadlines, obligations, gaps etc., verifying and advising on any needed actions.

5. Act as first-level approver for the Global Management System (GSM) transactions; this involves quality check; validating financial information and attachments. Identify discrepancies and recommend appropriate options/solutions to bridge gaps.

6. Oversee the efficient management of the E-Imprest system; proper implementation of financial procedures and internal controls according to GSM operations and WHO rules. Verify calculations, supporting invoices and payment authorizations.

7. Participate in preparation of proposals for resource mobilization and support WR and national partners, in the follow-up of multi or bilateral pledges to ensure the availability of funds for the implementation of workplans and programme activities.

8. Oversee the security of the office premises to ensure MOSS compliance and provide briefing to staff as needed.

Achievement Activities Include:
- Recommendations to WR and technical staff to facilitate work planning, monitoring and achieving project execution through extracting and analyzing a wide range of data; prepare briefing summaries and reports.
- Maintain a systematic tracking and follow-up system for monitoring the implementation of joint programme of work.
- Timely seamless actions related to HR, Budget, Finance, Procurement, and Logistics and improvements to workflows and office procedures.
- Ensure proper upkeep of WRO buildings and equipments, report on assets inventory
Essential: Completion of secondary education supplemented by training in office administration and/or business administration.

Desirable: University degree in business administration, social sciences or related field is an asset.

Functional Skills and Knowledge
- Well versed with office management, secretarial and budgetary controls, accounting procedures and systems preferably in WHO, UN or other International Organization.
- Good drafting skills in preparation of correspondence and report.
- Excellent ability to work and deliver quality results in pressing situations and conflicting priorities.
- Skills in coordinating and organizing the work of others with a good sense of urgency.
- Good analytical, stress and time management skills.

IT skills:
- Excellent knowledge of Microsoft Office.
- Knowledge and ability to operate ERP systems is an asset.
Essential: At least 7 years related experience in progressively responsible administrative positions, part of which with supervisory role.

Desirable: Related experience within a UN/international organization.
Excellent knowledge of French, Arabic and working knowledge of English.
