Purpose of the Post:

To ensure effective and transparent budget and financial support for all sources of funds in order to assure a seamless budgetary and financial process.

Objectives of the Programme and of the immediate unit or field activity:

To support the work of WHO by providing efficient and flexible management of the Organization's financial resources while ensuring adherence to financial rules and regulations.

Description of duties:
Organizational Context:

Under the overall direct supervision of the Regional Budget and Finance Officer, the incumbent will be responsible for all operational activities within the WR Offices of Somalia, South Sudan, Djibouti, Yemen and Sudan and support the programme delivery capacity by managing, coordinating and leading the financial services.

Summary of Assigned Duties:

The incumbent will:

1. Plan, recommend and implement systems, norms and procedures, in compliance with existing policies, for the administration of financial resources, as well as for the monitoring, control and evaluation of such processes.
2. Provide guidance on planning, regulatory and operational aspects and evaluates the administrative services.
3. Be responsible for setting up of reliable financial management systems to ensure adequate application of the accounting procedures used by WHO including variety of financial services; retrieve and undertake Accounts Payable actions in the GSM for other contracts (APW, GES, TSA).
4. Overlooks and monitors status of outstanding Direct Financial Cooperation (DFC) Agreements and follows up with responsible technical units to ensure timely clearance, implementation and reconciliation.
5. Prepare financial and budgetary reports and related statements to update senior management and technical officers to ensure coordination and decision-making.
6. Be responsible for preparation, recording, clearance and submission of monthly imprest returns, audit and other reports related to operations of WR Offices.
7. Act as focal point for yearly plan of activities in order to support programme implementation through optimal use of available resources and financial management tools.
8. Provide managerial and administrative support in the implementation of all WHO collaborative programme through initiation of relevant proposals for all activities as per plans of action and periodic monitoring of their implementation.
9. Refer for action to financial rules and regulations, giving appropriate explanations and suggesting remedial or alternative action as appropriate; verify availability of funds and provide financial clearance on requests/documents within authorized limits.
10. Monitor correctness of recording of financial transactions, committal documents and encumbrances to ensure the overall integrity of WHO country offices accounts.
11. Support capacity-building in related areas of work in both the sub-offices and country offices by identifying areas requiring attention and recommending improvements in work methods and processes.
12. Undertake outreach activities; conducting training and courses to improve work standards and quality of outputs of finance staff at the country offices.
13. Support the documentation of good practices and syntheses of lessons learned and ensures that these are reflected in improved training approaches and supporting management tools.
14. Liaise and collaborate to ensure smooth flow of financial information and propose alternative methods and approaches to streamline and improve processes.
15. Provide recommendations on financial policy, improvements in internal controls and guidelines and procedures for the WR and sub-offices, including evaluation, analysis and design of applications.

Essential: University degree in public or business administration, accounting or in other related field.

Desirable: Masters degree in business administration or professional accounting certification CPA or CA.

Other Skills (e.g. IT): Proficiency in computer applications.
Essential: At least 5 years of experience in applying administrative and financial procedures through progressive work in finance and accounting activities.

Desirable: Knowledge of WHO procedures and processes is an advantage.
Excellent knowledge of English and Arabic. Knowledge of French desirable.

US$60091 with primary dependants
Post Adjustment: 43.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
