To develop highly functional and multi-faceted programs that will provide support to Member States in their efforts to prevent and treat HIV, sexually transmitted infections (STI) and viral hepatitis by: guiding national strategies and policies towards increasing access to prevention, treatment and care; coordinating and leading efforts of partner agencies in order to achieve mutual goals; and ensure effective surveillance and information dissemination to inform programme and service improvement.

The World Health Assembly (WHA) 63.18 resolution on viral hepatitis proposes a context where new tools for primary (e.g., vaccination and injection safety) and secondary viral hepatitis prevention (e.g., diagnostics, treatment) can be adopted and integrated into existing systems. Collaborations at the global, regional and national level will be key for implementation of the four components: 1) Raising awareness, promoting partnerships and mobilizing resource; 2) Evidence-based policy and data for action; 3) Prevention of transmission; and 4) Screening, care and treatment.
Description of duties:
Under the direct supervision of the Team Leader (HIV/AIDS and STI) and with the guidance of the Director, Combating Communicable Diseases, the incumbent will:

- Guide the prioritization of planned regional and country viral hepatitis activities, and ensure that WHO planned hepatitis activities are scientifically sound and reflect current and important public health needs and directions;
- Lead the development of the Region's hepatitis strategic plan taking into account cross divisional and country priorities, and oversee its' implementation, major hepatitis technical activities and partnerships;
- Advise countries on establishment and strengthening of national policies and plans for the prevention and control of viral hepatitis;
- Monitor viral hepatitis trends and evaluate progress at the national, regional and global levels;
- Promote interventions to reduce the transmission of viral hepatitis (e.g. vaccines, safe blood, safe sex, safe food and water and safe injections);
- Support the development and validation of laboratory and clinical testing strategies and algorithms for surveillance and diagnosis of viral hepatitis, and support the development of national strategies and operational plans for early adoption and initial roll-out of WHO hepatitis B and C treatment guidelines and strategies under development;
- Promote and support the integrated elimination of mother-to-child transmission of HIV, congenital syphilis and viral hepatitis with focus on the hepatitis component complementing the activities of the hepatitis B vaccination programme;
- Ensure appropriate and timely contribution to all important requests for information, including briefings and briefing materials, and ensure that the direct supervisor is kept informed about critical issues, risks and developments and is consulted as needed in a timely manner.
- Ensure that the direct supervisor is kept informed of the activities under responsibility and is informed about activities of contributing team members.
- Be expected to welcome opportunities to support multi-disciplinary, cross cutting approaches to work, and required to facilitate participation in such approaches.
- Perform other duties as requested.

Expected specific outputs/outcomes:

- Provide scientific expertise as a regional focal point on matters related to viral hepatitis prevention and control; and
- Coordinate regional technical activities that support the WHA resolutions on Viral Hepatitis.
Medical degree and post-graduate qualification in public health or health policy related subject are essential. Training in clinical management of viral hepatitis is desirable.
Excellent knowledge of medical epidemiology.
Ability to collaborate with colleagues and other contacts from different backgrounds.
Knowledge of virology.
Capacity to develop and clearly communicate on technical issues related to viral hepatitis prevention and vaccines.
Proficient in standard MS Office software applications. Presentation skills.
Ability to work under pressure on multiple projects and manage competing priorities.
Diplomacy, tact and discretion.
Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.

At least ten years' work experience in the fields of surveillance, diagnosis and management of viral hepatitis at international level is essential. Extensive field experience in programme implementation and data collection is desirable. Experience in viral epidemiology is an advantage. Experience with epidemiological and laboratory aspects of viral hepatitis is a plus. Publication record in epidemiology and public health is desirable. Coordination with partners in diverse settings is an advantage.
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

USD 86 904 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
