The Programme aims at enabling WHO/AFRO to support countries in building their capacities for the development, negotiation, implementation, monitoring and evaluation of robust and comprehensive national health policies, strategies and plans (NHPSP), with a view of promoting universal health coverage, people-centered primary care, and health in all policies. It aims at strengthening country processes, as well as, where appropriate, aid effectiveness in line with the principles of the Paris Declaration and subsequent.
Description of duties:
Develop and manage the regional programme on national health systems development;
Provide support to the formulation, implementation and monitoring of National Policies and Strategic plans;
Support countries to take concrete steps towards improving their national health service delivery through PHC approach;
Facilitate exchange and learning between countries in relation to expanding access and improving quality of health services towards universal health coverage;
Facilitate the setting up of a robust and inclusive monitoring and evaluation framework;
Promote research in health systems and services management; generate evidence and dissemination of results.
Advanced university degree in medicine, with Post graduate qualification in public health or clinical specialty.
Technical expertise in planning, monitoring and evaluating health systems;
Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners at regional level;
Demonstrated ability to analyze political contexts and interact and negotiate effectively with multiple interests stakeholders at regional level;
Demonstrated ability to work with stakeholders at regional, inter-country level;
Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;
Ability to monitor and communicate progress in terms of process and results;
Writing report;
Ability for resource mobilization.
Minimum 10 years' experience in policy, planning, managing or developing health systems, including at least 5 years' experience at national level, and in low- or middle-income countries.
Management of health services at sub-national level
Experience at the international level.

Desirable: Relevant experience in WHO, UN or other international organizations.
Excellent knowledge of English and/or French required with a good working knowledge of the other language; knowledge of Portuguese will be an added asset.
Annual salary: (Net of tax)
US$ 95,270 at single rate
US$ 103,070 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
