The Department of Finance ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies. The Department of Finance has also the responsibility for insurance and pension services including administration of operations and risk management relating to staff and other financial risks.
Description of duties:
The Finance clerk is responsible for the following main tasks:
- eExpenditure batch processing: using clearance checklist, review and clearance of eExpenditure batches; escalating complex and unclear cases to supervisor's attention.
- Guide staff members (administrative staff in Headquarters Technical Units (HTUs), Regions) on the proper use and process to be followed regarding eExpenditure batch by communicating errors, explaining the correct steps to take during the process, answering queries, etc.
- Export exception report (eExpenditure batches) from Global Management Service (GSM) and forward to originator with instructions for clearing exceptions.
- Manual Programme Support Cost (PSC) expenditure batch processing.
- Compile statistics on eExpenditure batches for upload to Intranet and maintain team intranet page.
- Act as back-up as required for eExpenditure batch routines in other team members' absence.
- Review of non-Purchase Order (PO) payment requests (WHO form 736) prior to approval; liaising with requesting units when relevant; filing the documentation. Keep log of non-PO payment requests.
- Travel Quality specialist: act as back-up for urgent Travel Request (TR) clearance, assist in clearing travel requests in line with WHO travel policy.
- VAT (insurances) refund coordination (AXA, AIG, ASCOR, Allianz Suisse) with Staff Health Insurance (SHI) and procurement units and submission to Bern tax authority on annual basis.
- Assist with Journal Voucher (JV) processing during peak periods and vacations.
- Support other expenditure team members on expenditure analysis, and
- Other duties as required.
Essential: Completion of secondary school education or its equivalent supplemented by accounting training.
Desirable: Accounting or finance certificate.
Accuracy is extremely important as the accounts function is the custodian of the financial databases. Workload is consistently heavy during the financial closure periods. Therefore, good organizational skills, team spirit and good communication with the management are required to manage excess workload. The incumbent also needs to be good at working with numbers. Although rules and procedures should not be subject to interpretation, in some cases, judgement and precedents should be used to facilitate processes, increase efficiency and meet deadlines, in consultation with supervisors.

Essential: Minimum 3 years of relevant experience in administration, finance or accounting. Good knowledge of Word and Excel applications.
Desirable: Advanced Excel skills.
Expert knowledge of English and Intermediate knowledge of French required.
