OBJECTIVES OF THE PROGRAMME :
The objectives of the Human Resources Management (HRM) Unit are to carry out in an efficient and timely manner, all human resources activities for the WHO Regional Office for Africa and the 47 WCOs in the African region, including position classification, recruitment, contract administration, policy formulation and staff development, and to provide advice on personnel matters to senior management and approximately 2200 fixed and temporary staff members in the region. The HRM Unit also handles professional conflicts and appeals.

Description of duties:
The incumbent will perform the following duties:
1. Monitor and ensure the implementation of policies, practices and procedures in processing HR transactions including hiring and staffing HRAPs from RO, ISTs and WCOs.
2. Provide guidance and advice to Managers and HR end-users on HR solutions offered by the global management system (GSM) and monitor its effective use, in order to ensure timely and accurate HR actions and quality data;
3. Support and guide individual staff members to appropriately claim their entitlements by correctly initiating the transactions in GSM according to their needs and to access and update appropriately their personal information;
4. Plans, monitors and provides induction orientation programmes and briefing to newcomers; advises; counsels staff members in respect of duties, responsibilities, code of conduct and challenges associated with the work and environment;
5. Attend to queries from Managers and staff members; review professional conflicts stemming from post abolition, disciplinary measures, termination of appointment, and propose solutions to HRM;
6. Oversee the implementation of HR policies and standardized working procedures; monitor turn-around time and service delivery; and recommend changes to improve overall customer services;
7. Assist supervisors and staff members in understanding and using the performance appraisal system and provides performance management advice to staff and managers;

8. Provide technical advice to staff members and managers on all aspects of HR policies, practices and procedures;

9. Participate actively and coordinate the HR planning process and monitor its implementation; prepare periodic reports on human resources related issues.

REQUIRED QUALIFICATIONS
Education:
Essential: Degree in human resources management, business or public administration, administrative law or any of the behavioural sciences, or (for WHO staff only) equivalent in training and self study (as per definition of the ICSC Master Standard for Classification of Professional Posts Glossary).

Desirable: Knowledge in HR benefits entitlements, conflict management or litigation.


Skills:
Ability to interpret Staff Rules and personnel policies and determine staff entitlements;
Ability to counsel and communicate effectively;
Demonstrated ability to act independently and exercise sound judgment.
Proficient in Computer utilisation.

Experience:
Essential: 5 years of experience in HR Management, Personnel Administration at national level and limited years in an international organisation, including supervision of staff.

Desirable: Good knowledge of GSM System or similar ERP Systems.


Languages:
Very good knowledge of English or French and a good working knowledge of the other.

Annual salary: (Net of tax)
USD 56091 at single rate
USD 60091 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
