OBJECTIVES OF THE PROGRAMME :
The objective of the Health Statistics and Informatics (HIS) Department is to enhance the availability and use of sound health information at country, regional and global levels. Within HSI, the overall objective of the Classifications, Terminology and Standards (CTS) unit is the development, implementation, maintenance and revision of the WHO Family of International Classifications (WHO-FIC) and related terminologies and standards, covering diseases and injuries, functioning and disability, health interventions and other aspects of public health practice.
Description of duties:
1. Ensure the implementation of the International Classification of Functioning, Disability and Health (ICF):
- Lead the identification, implementation and evaluation of a global strategy for implementing the International Classification of Functioning, Disability and Health (ICF) at population and clinical level including development and dissemination of ICF application instruments (i.e. WHO Disability Assessment Schedule 2.0), ICF User Guide, ICF Education Tool and ICF Implementation Database;
- Monitor and support the work of the WHO/FIC Network, in particular the Functioning and Disability Reference Group (FDRG), and the Functioning and Disability Topic Advisory Group for the ICD Revision (fTAG) and manage their Strategic Work Plan, communications and deliverables, including ICF updates, Complete content for ICD-11 Functioning Properties;
- Work in the WHO/IHTSDO Collaboration to support ICF-SNOMED linkages and to develop project to enable implementation of ICF in electronic health applications.
2. Act as a Project Officer for the WHO participation in the Semantic Health net Project (288408) to carry out project activities with partners with high quality and timely implementation, compile progress reports and represent WHO in meetings.
3. Provide technical and programmatic assistance to ICD revision, in particular to build and conduct a review mechanism for the ICD-11 Beta Phase and contact senior scientist .???
REQUIRED QUALIFICATIONS
Education:
Essential: Post graduate degree as a health care practitioner, in medicine, or other health-related fields.
Desirable: University degree with emphasis on rehabilitation/functional medicine.
Skills:
Excellent knowledge of the theories, principles, methods and process of developing, implementing and revising health and disability taxonomies and derived measurement tools including terminology and linguistic representation. Extensive conceptual and operational knowledge of using ICF in health and disability statistics, outcome measurement within the health information systems, program management, disability certification, legislation and policy development. Excellent presentation and advocacy skills for promoting the use of ICF among various stakeholders in the health and social sector. Good knowledge and skills in program management and strategic planning. Demonstrated ability to work in a multicultural and multidisciplinary settings and excellent writing and communication skills.

Experience:
Essential: At least 7 years combined work experience in health care and/or project management of which three years of relevant international experience in the design and management of classifications.
Desirable: Academic referrals on classifications and/or field experience in functional/rehabilitative medicine or related public health programmes.
Languages:
Expert knowledge of English required. A beginner's knowledge of French would be desirable.
Additional Information:

US$67,483 at single rate
US$72,467 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
