OBJECTIVES OF THE PROGRAMME :
To lead the implementation and evaluation of the WHO strategy on research for health. To compile
and produce regular global reports on country implementation of the Strategy. To develop and
maintain a mechanism for mapping of research activities and products in WHO. To oversee the
development, monitoring and evaluation of the Global Health Research and development
Observatory. To assist in the convening and reporting of the WHO Advisory Committee on Health
Research (ACHR) meetings.
Description of duties:
1- Lead the development of the plan for effective implementation of the WHO strategy on research for health, including monitoring and evaluation process;
2- In cooperation with Regional Offices, identify Member States' needs for capacity building in research and its management, and address these adequately (e.g through identification and dissemination of tools for capacity building;
3- Where appropriate, identify gaps and needs and develop norms and standards with respect to research management drawing on the appropriate expertise within WHO and externally;
4- Develop, maintain, monitor and evaluate the Global Health Research and Development Observatory in collaboration with other WHO technical units and global partners;
5- Facilitate coordination of the research effort by the different technical departments in WHO/HQ and in ROs to support the global strategy and regional activities;
6- Play a crucial role in the contribution efforts rendered to member states in developing mechanisms to integrate research and its translation into policy, services and products;
7- Assist the Director of the Department and the Assistant Director General in planning,
convening, reporting and following up the Advisory Committee on Health Research (ACHR);
8- Contribute to the mission of the Research and Knowledge Translation Unit as requested.
REQUIRED QUALIFICATIONS
Education:
Essential:
An advanced degree in the life sciences or a field relevant for the position.
Desirable:
MBA.
Skills:
A profound understanding and knowledge of international health research with regard to political,
social, economic, technical, legal and environmental issues. Strategic analyst and thinker. Strong
project management skills. Strong communication, negotiation and facilitation skills. Knowledge of
database management systems and internet technology.

Experience:
Essential:
At least 10 years' relevant practical experience in research management, including strategy development and implementation related to research and research policy, particularly international health research in low income countries, at the national level, of which at least 4 years at the international level. Proven experience
of operating at a senior management level and acting as a representative of a programme in a
credible way at external meetings. Proven experience of delivering major change within an
organization in a policy or strategic area.
Desirable:
Working knowledge of health research funding environment. An understanding of working with
different cultures. Experience of working in low income countries.
Languages:
Essential:
Expert knowledge of English.
Desirable:
Beginners knowledge of French.

Annual salary: (Net of tax)
US$80 734 at single rate
US$86 904 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
