OBJECTIVES OF THE PROGRAMME :
The mission of the department of health systems governance and financing is to develop and/or sustain health financing systems that ensure access to needed health services while avoiding catastrophic expenditure and impoverishment of people as a result of seeking care. This will be achieved through policy support to countries, the development of tools and information to feed into the policy process, and appropriate capacity building.
Description of duties:
Under the direct supervision of Coordinator of Health Financing Policy (HFP) and overall guidance of Director of Health Systems Governance and Financing (HGF), the incumbent is expected to work on the implementation of the activities that are detailed in the Action Plan for the follow up of the World Health Report 2010 Health Systems Financing: The Path to Universal Coverage. The incumbent shall be involved, on the global and country levels, in the implementation of the follow up activities detailed in the Action Plan. In order to fulfil this task, the incumbent shall:
1. Provide analytic input and management support to the production and dissemination of technical briefs and other analytic publications on health financing policy reforms;
2. Undertake synthesis papers and applied work on the use and impact of results-based financing and performance-based financing policy instruments;
3. Contribute to health financing situation analysis and policy dialogue on behalf of WHO in selected countries, including in the context of the P4H partnership;
4. Ensure that the updating of the Health Financing for Universal Coverage Web Page is undertaken frequently and has appropriate technical content;
5. Assure the on-going monitoring of the implementation and effects of the Action Plan activities, including monitoring of the activities that have been agreed upon with donors and partner agencies;
6. Maintain a strong communication link with all the relevant partners;
7. Monitor the technical progress of the large grants and help the Director report on progress in a timely and accurate manner;
8. Provide technical assistance, either directly to member countries or by gathering and disseminating evidence and information, on health financing policy, especially in the areas of health financing policy, public-private partnership arrangements and performance incentives in the health sector; and
9. Contribute to the other work of the Team and Department as requested by the Coordinator and Director.
REQUIRED QUALIFICATIONS
Education:
Essential: First level university degree* in Economics or Health Economics, or Public Health, Health Policy or Public Policy with evidence of focus on health financing policy or economics.
Desirable: Master's degree in the above with evidence of a focus on health financing policy.

Skills:
Proven ability to apply health financing policy analytical skills, including the WHO health financing policy framework. Knowledge of the concept of Universal Health Coverage and how health financing reforms and other health system actions can influence progress. Knowledge of the links between fiscal context and health financing policy. Knowledge of principles of Project Management. Excellent ability to work collaboratively with a team and ability to adapt to multinational environment.

Experience:
Essential: At least 2 years' experience in Health Financing Policy at national and international levels.

Expert knowledge of English required. Intermediate knowledge of French desirable.

Annual salary: (Net of tax)
US$46,730 at single rate
US$49,821 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
