UT/UTD UNITAID International drug purchase facility
UNITAID's mission is to contribute to the scale-up of access to treatment for HIV/AIDS, malaria and tuberculosis for people in developing countries by leveraging quality drugs and diagnostics price reduction and accelerating the pace at which they are made available.
Description of duties:
1. To provide assistance, advice and guidance to portfolio managers/technical officers on financial and audit matters for a given set of 8-10 UNITAID projects representing approximately 100 million dollars a year throughout their life cycle for a set of given projects/grants. This includes:
- Assess fiduciary capacity of grantee(s) on an ongoing basis, analyze related risks and recommend action;-
- Provide support to grantees to develop sound original and revised budgets and to Portfolio Managers in reviewing accuracy, completeness and reasonableness of submitted budgets;
- Advise and support Portfolio Manager on appropriate clauses and annexes relevant to financial management and accountability for that should be included in the grant agreement, including subsequent grant revisions;
- Assess reasonableness and compliance of fund disbursement requests and support Portfolio Managers in recommending an appropriate level of disbursement;
- Analyze financial reports and make recommendations on follow-up action to Portfolio Managers, monitor and assess responses from grantees;
- Ensure that financial audits or reviews take place in the manner agreed in the grant agreement or as needed;
- Analyze the results thereof and monitor implementation of follow up actions;
- Periodically assess the financial performance of grants with Portfolio Managers;
- Support Portfolio Managers in handling cases of suspected or confirmed losses or fraud. This latter is done in coordination with the WHO Office of Internal Oversight Services which has overall responsibility for such cases, and works with the external investigators if necessary;
- Carry out other ad-hoc analyses and projections to support grant management, including in conjunction with the UNITAID budget exercise and update of the funding ceiling;
- Support Portfolio Managers as needed when project management decisions have a financial impact on grants.

2. To support financial management of grants in more general ways. This includes:
- Provide financial information on grants to Portfolio Managers, UNITAID management and the Finance and Accountability Committee (FAC) as needed through established and ad hoc reporting mechanisms, including by providing up to date data in UNIPRO;
- Prepare reports and documents related to grant and funding levels for projects that are needed by Senior Management or the Governing Bodies;
- Help the finance team improve its processes and tools related to grant management;
- Represent the finance team in relevant meetings.

3. To take on any other task related to the overall work of the finance unit in agreement with the supervisor.
University degree in business, commerce or accounting. *For WHO staff please see e-manual III.4.1, para 220.

At least five years of experience in the international public or nonprofit sector dealing with management of projects and grants to partner organizations in global health, international development or related field. Experience in working in the context of partnerships with other organizations.

Experience in external or internal auditing or assessment of internal control of financial systems.
Expert knowledge of English and French are required.

Annual salary: (Net of tax)
USD 56'091 at single rate
USD 60'091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
