HQ/HBA Headquarters Board of Appeal Secretariat (HQ/HBA)
The role of the HQ Board of Appeal is to offer a formal venue to review appeals of administrative decisions and to provide staff members with a mechanism for ensuring that decisions affecting their employment status are taken by the Organization in full knowledge of all relevant facts and in compliance with the Organizations' rules, regulations, policies and procedures. In addition, the Board may provide general recommendations to the Director-General on how to improve internal processes and procedures as to avoid future appeals.
Description of duties:
The incumbent will, under the guidance of the Executive Secretary:- advise staff on the appeals process, alternate solutions, possible mechanisms of resolution;- ensure timely handling and follow-up of the case as the delegated case-handler, report to the Executive Secretary on the status and any follow-up actions required;- maintain contacts with appellants, their legal advisers, Board Chairs and Members at Headquarter and Regional Boards and officials of the Administration;- be in contact with all parties to the appeal to answer any procedural questions that may arise;- draft responses and take action as instructed on non-routine matters and give instructions to the support team on the need for routine actions;- assist in the examination of pleadings and other relevant documents, prepare case summaries, briefings and chronologies, conducts legal research;- provide, as necessary, the Board with background information regarding the WHO Staff Rules and Regulations, relevant WHO policies, previous HBA cases, ILOAT jurisprudence- attend HBA meetings with the Executive Secretary;- draft and support the finalization of HBA reports and recommendations for signature by the Board Members to be submitted to the Director-General or Executive Director, UNAIDS; - carry other tasks of legal and paralegal nature as required by the Executive Secretary.
University degree in law.

Advanced level degree in law; national qualification as attorney-at-law or equivalent.
Knowledge of the jurisprudence of the ILOAT and international organization's legislation and procedures. Knowledge of international civil service law.

At least 2 years prior experience in litigation, legal research, analysis and application of rules, regulations and policies and drafting of legal opinions or briefs.

Work experience in an international organization.
Expert knowledge of English.

Annual salary: (Net of tax)
USD 46,730 at single rate
USD 49,821 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
