OBJECTIVES OF THE PROGRAMME :
To support Member States to develop and implement policies, regulatory and financing mechanisms that will ensure equitable access to effective and safe medical products and technologies of assured quality and ensure their rational use by prescribers and consumers. To support development of policies and their implementation for integration of traditional medicines and practices into the health system and for ensuring their safety, quality and efficacy.
Description of duties:
Under the supervision and in coordination with the Team Leader, Essential Medicines and Health Technologies, and Director, Health Sector Development, the incumbent will carry out the following duties:
1. Provide technical support to the development and implementation of national/regional policies, strategies and actions aimed at improving access to essential health technologies, with focus on medical devices, diagnostics, blood products, Medical Products of Human Origin (MPHO) and related services.
2. Facilitate provision of technical support to Member States and regional collaboration regarding the regulation, quality assurance and monitoring of the safety health technologies.
3. Coordinate technical support for the development of policies/strategies on the prioritization of health technologies and their incorporation in Universal Health Coverage (UHC) supported health services, based on health technology assessment (HTA).
4. Support strengthening of national capacity in Health Technology Assessment (HTA) and facilitate regional level sharing of good practices in HTA and collaboration between Member States and international HTA networks.
5. Support capacity strengthening for the efficient purchasing and rational use of appropriate, safe, quality-assured and cost-effective health technologies.
6. In collaboration with other relevant units and divisions of the Regional Office, facilitate provision of technical support for the development of:
a. comprehensive and integrated clinical and public health laboratory/diagnostics services as part of effective and efficient health services;
b. regional/national level efforts to monitor and respond to the emergence of antimicrobial resistance (AMR) in the Region, based on comprehensive national multisectoral plans to combat AMR.
7. Perform other duties as requested from the Essential Medicines and Health Technologies team.
REQUIRED QUALIFICATIONS
Education:
University degree in Biomedical Sciences and postgraduate qualification in Public Health and/or Health Technology fields is essential. Postgraduate qualifications in Health Technology Assessment is desirable.
Skills:
 Excellent technical knowledge in the area of health technology management, regulation and assessment
 Ability to design, implement and monitor national and regional level programmes
 Capacity to plan and conduct operational activities
 Proficient in standard MS Office software applications. Presentation skills.
 Strong interpersonal skills with the ability to promote collaboration and motivate multiple stakeholders

Experience:
Minimum seven years of relevant work experience, including demonstrated experience in health technologies management and/or regulation and health technology assessment at international level is essential. Experience working with international organizations, including the UN system an advantage.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD67 483 at single rate
USD72 467 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
