OBJECTIVES OF THE PROGRAMME :
To provide technical support to Member States for strengthening their capacity to develop and implement national preparedness and response plans for pandemic- and epidemic-prone diseases and to improve regional capacity for the early detection, confirmation and response to pandemic- and epidemic-prone diseases and other public health emergencies of international concern (PHEIC).
Description of duties:
The incumbent will be expected to perform the following duties:

a)Coordinate and monitor the implementation of a programme for the promotion and strengthening of Epidemic Preparedness and Response in the Region;
b)Provide technical support to the Member States in situation analysis, assessment (including the assessment of risk related to epidemics), formulation and evaluation of plans of action for Epidemic preparedness and Response;
c)Support the Inter-country Teams in the implementation of inter-country activities to strengthen national capacity for Epidemic Preparedness and Response;
d)Coordinate the development of guidelines on the assessment of country level of readiness/preparedness for outbreaks and guidelines on development of comprehensive epidemic preparedness and response plan;
e)Coordinate the development, monitoring and evaluation of guidelines on the evaluation of response to outbreaks and other public health emergencies;
f)Coordinate the development and monitoring of the implementation of SOPs for major epidemic diseases in the WHO African Region;
g)Coordinate the development, monitoring and evaluation of guidelines for strengthening cross-border collaboration among countries of the African region in accordance with IHR provisions. Support interventions within the Regional Office to be undertaken for mobilization of technical and financial resources for preparation and response to epidemics;
h)Strengthen the Regional capacity for response through a regional and country network of rapid response teams;
i)Provide technical support to Member States in the preparation of project proposals and appeals for mobilizing external resources to strengthen Epidemic Preparedness and Response;
j)Perform other duties, as required.
REQUIRED QUALIFICATIONS
Education:
Essential: A Medical degree with a master's degree in Public Health, Epidemiology or Biostatistics.

Desirable: University degree in the field of public health emergency management.

Skills:
Demonstrated skills in and knowledge of outbreak alert and response operations to control
epidemics and pandemics, complemented by an in-depth knowledge of epidemic-prone diseases.
Capacity to conceptualize, organize and critically analyse situations and solve
problems. Excellent analytical, organizational and communication skills. Ability to work under
pressure and multi-task. Capacity to assess, develop and monitor policies, strategies and plans related to disease surveillance, epidemic preparedness and response.
Ability to establish and maintain good working relationship at national and international level.
Experience:
At least seven years' experience in the field of Epidemic Preparedness and Response in developing countries.
Languages:
Excellent knowledge of English or French and a good working knowledge of the other.
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
