OBJECTIFS DU PROGRAMME
The Epidemic and Pandemic Alert and Response Programme (EPR) supports member states of the Africa Region to establish and implement functional integrated national early warning and epidemic preparedness and response systems. These systems maintain a strong foundation in national and regional public health capacity as well as effective coordinated response as envisaged under the International Health Regulations (IHR).
Description des fonctions
The major duties and responsibilities of the Outbreak Response Regional Logistics Advisor during the first year of implementation of the Logistics Response Strategic Plan (LRSP) will be to:

Provide overall leadership, coordination, and technical support for implementation of the WHO AFRO Regional Strategic Logistics Strategic Plan (RSLP) 2013-2017.
oMap the requirements for implementation of the RSLP implementation against current available resources.
oAdjust the RSLP Project Implementation Plan by prioritizing activities against resource constraints.
oCreate a plan to overcome the current resource constraints to fully implement the LRSP.

Develop specifications for the contents of a logistics pre-deployment preparedness kits

Develop a WHO/AFRO guide on transportation and shipment arrangements for specimens and outbreak supplies.
Develop logistics training modules that could be used to enhance the skills of regional and sub-regional logistics officers.

Human Capacity

Plan for and conduct a Human Resource Capacity mapping exercise to determine training requirements for broadening and strengthening the technical skills and capacity of AFRO logistics personnel at all levels [Regional Office (RO), Intercountry Support Teams (ISTs)and WHO Country Offices (WCO)].
Establish and support the functions of a regional AFRO Technical Working Group for Logistics (TWGL) with membership from all levels (RO, IST, and WCO)

Stock Inventory System

Support rollout of the WHO Stock Inventory Management System (SIMS) for monitoring stock levels and movement of outbreak and emergency response equipment and supplies at IST and WCO levels;
Use SIMS data on stock levels and movement of outbreak and emergency response supplies throughout the region to develop consumption history for procurement planning

Warehouse and Stockpiles

Through the AFRO Technical Working Group for Logistics (TWGL), support development of a viable strategy for pre-positioning outbreak and emergency response supplies throughout the WHO African Region.
Define and adopt standard warehouse and inventory management procedures to be implemented at every warehouse and WHO Country Office store throughout the region

Coordination, Communication, and Reporting

Strengthen existing inter-agency partnerships, and foster relationships with other international and commercial logistics partners to leverage support for implementation of the Five-Year Logistics Response Strategic Plan (LRSP)
Prepare monthly progress reports and other technical reports as required.
QUALIFICATIONS REQUISES
Formation :
University degree in supply chain/logistics management and/or public health.
Compétences :
A thorough understanding of logistics concepts and skills
Ability to manipulate and analysis data in spread sheets and data bases
Ability to synthesis data and to communicate for appropriate public health actions
Strong communication, organization and group facilitation skills
Ability to contribute constructively to team work,
Ability to use own initiative and to work independently with a high sense of responsibility and attention to detail.
Ability to establish and maintain harmonious and effective working relation in an international environment with colleagues within and outside WHO of different national and cultural backgrounds.
Strong writing and oral communication skills.
Proven management skills including program planning and performance monitoring.
Expérience :
Essential:

Minimum of five years' experience coordinating and managing logistics operations for response to infectious disease outbreaks and/or public health emergencies at the national And international level.
Experience in strategic planning and development of policies and procedures for strengthening logistics systems for outbreak response and/or public health emergencies
Experience in developing, implementing and managing information and communication technologies (ICT) services to support outbreaks to infectious disease and/or public health emergencies.
Experience working in outbreak response and/or public health emergencies in the African Region.
Experience working with international organizations like WHO, other UN organization, USAID and other bilateral organizations.
Demonstrated leadership, team building and inter personal communication skills

Desirable:

Experience in implementing management information systems (MIS) including defining user requirements, designing system implementation and testing application and system products.


Langues :
Excellent knowledge of English or French with a good working knowledge of the other language with demonstrated ability to write strategic guidelines and technical reports.

US$ 56,091 fonctionnaire sans personnes à charge
US$ 60,091 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 65.3 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
