HQ/NMC - Partnership for Maternal, Newborn and Child Health (HQ/NMC)
The goal of the Partnership is to support countries to achieve Millennium Development Goals (MDGs) 4 and 5 by enhancing partners' interactions and the application of their comparative advantages to: (1) raise of $30 billion to improve maternal and child health, (2) promote evidence-based high-impact interventions and a means to deliver them and (3) track of partners' commitments and measurement of progress. The governing board of the Partnership has approved a three-year strategic framework which would focus on seven priority action areas related to advocacy, delivery of core packages, commodity supplies, human resources for Maternal, Newborn and Child Health (MNCH), knowledge systems and accountability.
Description of duties:
Analyse financial resources needed to achieve MDGs 4 and 5, incorporating equity analysis, and provide technical advice on the development and implementation of costing tools and by making recommendations on best practice. Promote and support systematic analysis of domestic and external financial resource flows to MNCH, including inequities in MNCH intervention coverage and outcomes. Develop and present cogent arguments regarding the socio-economic benefits of investing in MNCH to advocate for increased resources to MNCH from national governments and international donors.Support the Executive Director and Team Coordinator in their efforts to facilitate implementation of the Partnership's three-year strategic framework. Liaise with partners on the integration of MNCH into national health and investment plans, particularly on issues related to the economics and financing of MNCH. Promote identification and synthesis of best practice and lessons learned from the finance and economics work for organizational sharing and learning. Build effective working relationships with partners.
Post graduate degree (Masters or PhD) in economics or health finance. Demonstrated knowledge of equity analysis and epidemiological tools to assess inequities.

Excellent knowledge in design, analysis and reporting of costing, resource allocation and economic burden of disease, especially maternal and child health. Ability to network and build partnerships with analysts trained in these areas. Excellent writing skills and ability to present complex issues and information for different audiences on technical issues related to health economics and public policy. Demonstrated knowledge of equity analysis and epidemiological tools to assess inequities.

At least seven years of work experience in health financing, of which some should be in developing countries. Work experience in a global health partnership or building and promoting partnerships.
Expert knowledge of English.

Expert knowledge of French and of another UN language.

USD 67,483 at single rate
USD 72,467 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
