OBJECTIVES OF THE PROGRAMME :
The objectives of the Human Resources Unit are to carry out, in an efficient and timely manner, all human resources activities for the WHO Regional Office for the Western Pacific and countries in the Region, including policy formulation, post classification, recruitment and contract administration, performance management and staff development, and to provide advice on human resources matters to senior management and staff at all levels throughout the Region.
Description of duties:
Under the supervision and guidance of the Administrative Assistant, the incumbent performs the following:

1. Prepares and validates Vacancy Notices (VNs), using approved position descriptions and related recruitment profiles. Assists hiring managers in the drafting of screening questions. Provides procedural guidance on how to initiate VN in the Global Management System (GSM).

2. Ensures appropriate posting of VN on internet and intranet via e-Recruitment system and in any publications as requested. Updates status of VNs in the e-Recruitment system and sends out regret letters to unsuccessful candidates.

3. Undertakes preliminary evaluation of applications as requested by supervisor, pre-screens candidates in accordance with established guidelines and qualification requirements. Generates list, personal history forms and matrix of candidates, including responses to screening questions for the review by hiring managers.

4. Follows up with hiring managers on submission of draft shortlists for test and interview. Makes necessary preparations for meetings of interview panels and selection committees, including necessary documentation and files. Makes arrangements for interviewing and testing of prospective staff by means agreed by the panel. Organizes travel of shortlisted candidates for interviews as necessary. Monitors and follows up candidates' references with the hiring units.

5. Ensures final record includes approval of appointment decision and applicable waivers by Regional Director. Notifies candidates and WHO Headquarters on the selection decisions.

6. Updates and maintains rosters of potentially suitable candidates and relevant components of vacancy status monitoring report, e.g. the Post Vacancy Monitoring (PVM) system.

7. Undertakes preliminary review of draft secondment agreements and brings any deviation from standard format to the attention of the supervisor.

8. Provides support to country offices on recruitment. Responds to queries and assists in resolving system and procedural difficulties.

9. Provides assistance in processing requests for establishment of positions.

10. Drafts general or administrative correspondence on own initiative or on the basis of instructions. Finalizes correspondence/reports for signature/clearance as required.

11. Performs other related duties as required or instructed, including providing support to other areas of work in the team/unit.
REQUIRED QUALIFICATIONS
Education:
Completion of secondary education or equivalent. Specialized or on-the-job training in HR with focus on recruitment highly desirable. Training in UN/HR systems such as on the use of electronic recruitment tools and Enterprise Resource Planning system, e.g. Global Management System, an advantage.
Skills:
Good working knowledge of HR theories, policies and procedures, preferably with emphasis on recruitment. Skills and knowledge in computer applications, e.g. MS Office. Skills in electronic recruitment tools and Enterprise Resource Planning (ERP) systems an advantage.

Experience:
At least five years' experience in human resources management and administrative services. Experience in recruitment and staffing preferred. Relevant experience in WHO or other international organizations an asset. Experience in Oracle-based or other ERP systems and electronic tools an advantage.
Languages:
Excellent knowledge of spoken and written English.
Additional Information:

Annual salary: (Net of tax)
491 680 at single rate
