OBJECTIVES OF THE PROGRAMME :
As part of the Division of Administration and Finance, the Budget sub-unit is responsible for certain aspects of budget preparation, execution, monitoring, reporting and control of all programme budget, including extra-budgetary funds for the region.
Description of duties:
Under the supervision of the Budget & Finance Officer, the incumbent performs the following duties:

1. Plans and organizes the work of the Budget sub-unit, supervises support staff, identifies priorities, allocates tasks,
evaluates performance of staff and reviews closely work assignments.

2. Assists in the preparation of regional programme budget.

3. Prepares the draft B&F office workplan, OSERs, indicators, baselines and targets, progress reports as well as statements
in the Regional Programme Budget book and in RD's annual report.

4. Monitors the reconciliation between award distribution vis--vis workplan funding and award budgets.

5. Reviews and provides budgetary clearance to project proposals, correspondence and requests, ensuring conformity with
relevant financial regulations, polices and procedures; or refers for action financial documents, giving appropriate
explanations and advising remedial or alternative action as appropriate.

6. Prepares, analyses and evaluates GSC-generated information for the preparation of detailed costing and draft regional
budget estimates, periodic/ad hoc budgetary and financial statements, returns and reports.

7. Monitors and approves expenditure batches and GL journal adjustments in GSM as requested by the technical units.

8. Reviews donors' agreements, extra-budgetary grants, trust and other UN funds.

9. Prepares and reviews budget briefing materials for WHA, EB, RCM, PBAC and WRs/CLOs meetings. Acts as the focal
point in GSM applications in the Budget sub-unit; recommends system improvements/enhancements.

10. Assists the technical units and country offices in the preparation of AAR, ADR, workplan funding requests, submission of
award budgets, reprogramming of awards and preparation of expenditure batches. Records in the GSM the ADR for
WPRO funds and workplan funding requests from the technical units.

11. Participates in periodical evaluation and review of implementation status and provides background and reports for
management information. Prepares periodic/ad hoc budgetary and financial statements and returns including the annual
closure of accounts.

12. Reviews/approves vouchers initiated from the unit, signs cheques and payment instructions.

13. Proposes improvements in work methods and training for staffs as well as provides guidance and/or advice to staff in the
Regional Office and Country Offices concerning the correct application of financial regulations, rules and procedures.

14. Briefs/debriefs professional/GS staff members (both long-term and short-term), including regional office management on
relevant budget/accounts matters.

15. Appraise budget staff based on the Performance Management and Development System (PMDS).
REQUIRED QUALIFICATIONS
Education:
University degree in business administration or commerce with specialization in budget/accounting or financial management is essential. Professional qualification or licensure in accountancy, such as Certified Public Accountant is desirable.
Skills:
Thorough knowledge of principles of accountancy, budget and their application. Excellent understanding of accounting practices and procedures. Demonstrated knowledge of relevant financial computer applications. Strong analytical, communication and problem-solving skills. Knowledge of computer applications in areas of finance and reporting, preferably the Global Management System. Demonstrated supervisory skills or experience and ability to lead and motivate a team. Ability to adapt to diverse cultural backgrounds and maintain high standards of personal conduct.

Experience:
Minimum two years professional finance and accounting/budget experience at the national level is essential. Experience in WHO, other UN agencies or in a large multi-national, international organization or accounting firm.
Languages:
Excellent knowledge of spoken and written English. Knowledge of French is desirable.
Additional Information:
Post is subject to local recruitment and will be filled by persons recruited in the local commuting area of the
office.
Annual salary: (Net of tax)
PHP1 135 562 at single rate
PHP1 135 562 with primary dependants
