OBJECTIVES OF THE PROGRAMME :
Purpose of the Post:
The incumbent will produce health intelligence and plans of operation, ensure health coordination and sectoral leadership, monitor and report on health situation and WHO program implementation at State level.
Strengthen the Emergency Health Management of the State Ministry of Health (MOH) by ensuring capacity building, knowledge transfer, preparedness and effective response.

Objectives of the Programme and of the immediate unit or field activity:
- Coordinate Health and Nutrition Sector.
- Support and enhance access to health care services and increase immunization coverage for vaccine preventable diseases.
- Reduce the incidence of morbidity and mortality due to anticipated risks and public health threats.
- Strengthen counterpart's capacity in terms of emergency preparedness and response.

Description of duties:
Organizational Context:
Under the direct supervision of the Emergency Coordinator, and overall guidance of the WHO Representative, the incumbent will interact with the SMOH in Southern Kordofan (SK) on various health issues especially in the area of communicable and non-communicable diseases prevention and control programs.

Summary of Assigned Duties:
Under direct supervision of EHA Country Coordinator and overall guidance of WHO Representative Sudan, the incumbent will perform the following duties:

 Lead the health sector in the implementation of the tripartite agreements signed between Government of Sudan and African union, League of Arab states and the UN for assessment and delivery of humanitarian assistance to the war affected civilians in South Kordofan.

 Strengthen health sector coordination and ensure sectoral leadership in South Kordofan.

 Provide technical support to health partners in surveillance and strengthening preparedness for epidemic prone diseases in SK.

 Provide technical and logistical support to enhance SMOH preparedness capacity towards anticipated emergency or public health threats.

 Support the expansion of the communicable diseases surveillance system in SK and consolidate health data in trends for purposes of monitoring and early warning.

 Provide technical and logistical support to ensure timely and coordinated response to outbreaks in close coordination with nutrition and WASH clusters. Assist in rapid health assessments, outbreak verification/control and other health actions as relevant to the crisis in the state.

 Conduct visits to WHO project sites on regular basis, assess local conditions and resources and monitor utilization of WHO funded activities ensuring adherence to rules and regulations.

 Establish and maintain a reliable monitoring and evaluation system for WHO activities in Kordofan State to ensure flow of information on health threats, activities and outcomes and provide timely reports that consolidate health data in trends for purposes of monitoring and early warning for the use of all partners in the State.

 Support the Ministry of Health at the state level to identify training needs on various Public Health issues and accordingly plan and organize training programs for health workers.

 Monitor all supply and non-supply assistance to ensure timely delivery as well as proper control and liquidation of releases that took place in association with WHO funded activities in the form of supplies or cash.

 As the head of Kadugli Sub-office, supervise a group of Technical and support staff to manage and deliver WHO activities and follow up on all aspects of program and administrative matters; identify staffing and administrative requirements for planning purposes.

 Monitor MOSS, MORSS compliance of Kadugli Sub-Office as per UNDSS guidance for Kordofan States and provide periodic reports of noncompliance to the Head office in Khartoum for consideration.

 Approve transactions in terms of disbursements within authorized limit in all aspects of purchases, maintenance, agreements, payments, local travel as well as certify the office statement of account (SOA) before forwarding to head office in Khartoum.

 Produce all required reports on Kadugli office covering both program and administrative functions. This would include weekly and monthly situation and progress reports and inputs for donors.

 Support the development of proposals for resource mobilization.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine and Masters degree in public health.
Desirable: Training/qualification in biostatistics and/or epidemiology
Skills:
Functional Skills and Knowledge:
- Expertise in public health, epidemiology and disease control/immunization;
- Demonstrated public health expertise in emergency preparedness and response principles and practices;
- Demonstrated ability to link health issues to the prevailing challenges;
- Familiarity with global demographic and health trends in the region;
- Knowledge of the key global and regional stakeholders and players in emergency preparedness and response;
- Ability to work well in a multi-disciplinary and cross cultural team;
- Understanding of WHO's strategic role in the country.

Other Skills:
Proficiency in Microsoft Office
Experience:
Essential: At least 7 years combined experience at national and international levels in chronic or protracted emergencies
Desirable: Experience in setting up epidemiological surveillance system

Languages:
Excellent knowledge of English. Knowledge of Arabic an asset.

Annual salary: (Net of tax)
US$67483 at single rate
US$72467 with primary dependants
Post Adjustment: 47.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
