OBJECTIFS DU PROGRAMME
Inter-country Management Support Units (ISUs) have been Established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource Planning (ERP) system.

Description des fonctions
Provide technical support to inter-country teams and country offices in the sub-region to manage awards, fund workplans and budget available funds;

Monitor and control expenditures against awards as per donor conditions;

Produce monitoring reports to advise Managers on award end and close dates to ensure use of funds within established timeframes;

Perform analysis and produce financial implementation reportsSupport the management of imprest and cash accounts at the ISU and in country offices in the sub-region;

Build the necessary financial management capacity in country offices;

Identify training needs in financial management and compliance;

Organize training for IST and country office staff in coordination with the Accounts and Finance Management.

Support staff and external suppliers of goods and services at IST and country offices to get payment of their entitlements and invoices for services delivered.

Achievement Activities Include: Effective support to ISU and country offices in financial management and compliance with financial rules and regulations of the organisation; alignment of workplan implementation schedules with financial management and support activities; timely use of funds before expiration dates.

QUALIFICATIONS REQUISES
Formation :
Essential: university degree in Accounting, Management Sciences, Business Administration or Finance. For WHO staff only, equivalent professional training or self-study/work experience.

Desirable: certification as CPA or Chartered Accountant will be an advantage.

Compétences :
Ability to plan, organize, coordinate and implement inputs from several sources; to express ideas clearly and concisely, both orally and in writing; create synthesized reports and monitor trends in account balances and ledgers at the highest level; to interpret financial rules and regulations and develop standard procedures; to establish and maintain effective working relationships with people of different national and cultural backgrounds; and to supervise staff.

Expérience :
Essential: 5 years of progressively responsible professional experience at national or international level in Finance, programme planning or budget activities. Good knowledge of ERP Systems and applications.

Desirable: experience within UN or other international or multinational organizations.

Langues :
Excellent knowledge of English with working knowledge of French.

Traitment annuel (Net d'impôts)
USD 56091 fonctionnaire sans personnes à charge
USD 60091 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 50.4 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
