OBJECTIVES OF THE PROGRAMME :
The mission of the Department of Public Health and Environment (PHE) is to improve health by preventing and reducing environmental hazards. Within PHE, the Unit on Evidence and Policy on Environmental Health (EPE) aims to assess the health implications of environmental risk factors, and includes a team specifically aiming to provide international leadership in assessing health implications of climate change; define and support effective policy responses; raise awareness and support capacity development among Member States and other actors; and ensure that the programme contributes to a comprehensive approach to promoting health within the context of sustainable development. WHO's work on climate change is mandated and guided by a World Health Assembly Resolution (61.19), and a workplan approved by the WHO Executive Board in its 124th session.
Description of duties:
Develop and implement a strategy and action plan to guide WHO's role in monitoring and guiding the international research agenda on climate change and health, in consultation with relevant staff in HQ, regional and country offices.
Monitor and contribute to international initiatives on research, evidence, and economic assessment, to ensure appropriate representation of health and climate linkages, and develop opportunities to increase support for health and climate research.
Develop technical guidance for assessment of the effectiveness, and cost-effectiveness, of policies, strategies and measures to protect health from climate change.
Develop and implement a monitoring framework to track the progress of Member States in expanding coverage of health adaptation to climate change, in consultation with relevant staff in HQ, regional and country offices.
Identify and develop opportunities to mobilize resources to support implementation of health adaptation to climate change.
REQUIRED QUALIFICATIONS
Education:
Essential
University degree in international development, public health or economics, or another field relevant for this position.*

Desirable
Studies or training in health policy, and research methods on climate change and health.
University degree at an advanced degree level (at master level) in one of the above-mentioned fields.

Skills:
Substantial knowledge and experience in international development, or economic analysis, climate change and health, and WHO's role in supporting Member States to respond to climate change.
Excellent interpersonal and collaborative skills.
Ability to build and sustain collaborative relationships with other partners, within and outside WHO.
Computer literacy: word processing, spreadsheet and presentation software.

Experience:
Essential
At least 5 years of work experience in health economic analysis related to developing countries, including experience in health economic analysis associated to climate change.
At least 3 years of experience at international level.

Desirable
Substantial experience of working in collaboration with other UN organizations, non-governmental organizations and national ministries, including in developing countries.
Comprehensive knowledge of the World Health Organization, and effective working relationships with the WHO regional and country offices.
Languages:
Essential
Expert knowledge of English.

Desirable
Intermediate knowledge of French and/or another UN official language.

Annual salary: (Net of tax)
USD 56091 at single rate
USD 60091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
