OBJECTIVES OF THE PROGRAMME :
The mission of EPG is to develop, strengthen, coordinate and conduct the external relations and diplomatic functions of PAHO' Secretariat in support of the Director's and Member States mandates. It is directed to position the Organization and the Hemispheric Health priorities in the international, regional and national agendas, mobilizing the necessary political will and resources, and facilitating the construction of strategic alliances that make it possible to achieve the hemispheric health goals, improving the lives of the peoples in the Americas.
Description of duties:
Under the general supervision of the Director, External Relations, Partnerships and Governing Bodies (EPG), and the direct supervision of the Special Advisor, Partnerships with UN Organizations (EPG), the incumbent is responsible for, but not necessarily limited to, the following duties:

a) Maintain external relations with the Permanent Missions of assigned Member States to, among other things, gain intelligence relevant to the EPG mission and to identify opportunities for joint activities/ side events, in support of the Organization's key policies;
b) Establish general working relationships with the Permanent Missions of all PAHO Member States at the UN;
c) Research and follow selected development issues relevant to the PAHO agenda; provide analytical reports on briefings/meetings at the UN; prepare bulletins for dissemination to EXM, regional advisers and PWRs;
d) Conduct research and analyze the regional and global situation related to a health and development issue and prepare first draft of concept note for side events to promote PAHO's policies, in the margins of the UN formal meetings;
e) Prepare documents, including graphics, for publishing documentation to advertise side events; manage, in collaboration with Technical Advisers, logistics for side events at the UN;
f) Represent PAHO, as requested, at selected meetings/events in the UN and at the invitation of partners in New York;
g) Identify and disseminate to Missions and partners, relevant technical information and documents to provide background information for the health-related UN agenda;
h) Manage the logistics for regular briefings of the LAC Permanent Representatives and Delegates on regional health concerns relevant to the global development agenda;
i) Identify traditional and non-traditional partners in the NGO, academic and private sectors and develop collaborative activities in support of PAHO's mission at UN;
j) Maintain current related mailing lists and databases to assist with networking and outreach;
k) Monitor the schedule of meetings/consultations on the UN health agenda and recommend key meetings that should be covered by PAHO; secure participation of technical advisers in UN meetings and coordinate necessary arrangements for their visits to the UN;
l) Prepare monthly work plans developed in consultation with Special Adviser and draft monthly reports;
m) Manage the administrative functions of the Office, including, but not limited to: draft written correspondence; translate information; organize calendars, contacts and scheduling meetings; maintain hard copy and electronic files; prepare travel authorizations; prepare briefing books, etc.
n) Perform other related duties, as assigned
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in business administration, international relations, political science or a related field from a recognized university.

Technical Expertise
-Sound knowledge of policy analysis and relationship development combined with the ability to analyze political and institutional issues and challenges in health and development, at national, regional, and global level.
-Mature judgment, strong technical, analytical, conceptual, interpersonal and communication skills; demonstrated ability to assess, analyze, synthesize and provide recommendation on key issues.
-Ability to manage multiple issues and tasks in a complex organizational environment to re-prioritize actions on short notice.
-Ability to integrate managerial and administrative inputs into recommendations for decision-making.
-Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Microsoft SharePoint and Project would be an asset.
Experience:
Five years of combined national and international experience in the area of business administration, project management, international relations development and/or public health policies or planning.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French or Portuguese will be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US$46.730.00 at single rate
USA$49,820.00 with primary dependants
Post Adjustment: 65.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
