OBJECTIVES OF THE PROGRAMME :
The primary goal of WHO is to support Member States in designing, implementing, monitoring and evaluating national health development plans for:

(i) the achievement of national health targets;
(ii) contribution to global and regional public health action; and
(iii) the development of two-way collaboration that draws on the countries' experience to build a body of public health knowledge that can benefit the rest of the world.

Purpose of the Post:

To support the office in planning and implementing WHO's work, through the provision of advice and services in some or all of the following areas: human resources management, execution of the programme of work, preparation and oversight of the budget, management of finances, transport, office premises, procurement, security compliance, liaison with other UN Agencies, and information
technology.

Organizational Context:

Under the direct supervision of WHO Representative and general supervision of DAF, the incumbent will support all operational activities within the country office and support the WR in enhancing WHO's programme delivery capacity by managing, coordinating and leading the administrative services.
Description of duties:
Under the direct supervision of the WHO Representative, the incumbent will:

Plan, recommend and implement systems, norms and procedures, in compliance with existing policies, for the administration of human, financial and material resources, as well as for the monitoring, control
and evaluation of such processes.

Assist in the planning, organization, operation and evaluation of the administrative services.

Formulate general and specific budgetary estimates for projects; plan, organize and monitor the application, control and accounting of approved budgetary allocations by programmes.

Provide managerial and administrative support in the implementation of all WHO collaborative programme through initiation of relevant proposals for all planned activities as per plans of action and periodic monitoring of their implementation.

Provide a range of human resources services, including forecasting future needs, coordinating/facilitating recruitment, training and staff orientation and implementation of performance management incollaboration with the relevant RO/HRO.

REQUIRED QUALIFICATIONS
Education:
Essential: University degree in public administration or business administration or in other field related to the work to be performed.

Functional Skills and Knowledge:

Ability to work closely in harmony with government and international officials at all levels.

Thorough knowledge of administrative and management principles and practices (including, but not limited to the areas of Human Resources, Finance, Budget, Logistics, rocurement and Security).

Good general knowledge of enterprise resource planning systems.

Skills in programme formulation, design and research development an asset.

Experience:
Essential: At least 5 years experience at the national level including a minimum of one year at the international level, in administration and management, including supervision of staff.

Desirable: Previous experience in administrative or programme areas in WHO or an UN agency would be an asset, preferably in a developing country.
Languages:
Excellent knowledge of English.
Additional Information:
In view of the current situation, Syria has been declared a non-family duty station; i.e. dependents are not allowed to visit or reside with the staff member at the duty station. The salary, post adjustment, benefits and allowances will be determined as applicable at the time of recruitment.
Annual salary: (Net of tax)
US$56,091 at single rate
US$60,091 with primary dependants
Post Adjustment: Yes % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
