OBJECTIVES OF THE PROGRAMME :
Based within the Department of Health Statistics and Information Systems, the team provides support to Member States in strengthening monitoring, evaluation and review of national health strategies as the basis for information and accountability. This includes (i) conducting situation analyses of current practices and needs, and development of country specific roadmaps; (ii) providing guidance and technical support to countries in the development of sound monitoring and evaluation plans of national health strategies; (iii) development and promotion of standards, tools, methodologies and capacity building programmes to strengthen analytical reviews of health system progress and performance; (iv) promoting and supporting the development of country, regional and global health observatories for monitoring the situation and trends regarding key health priorities; and (v) promoting and facilitating better harmonization of M&E activities of country and global partners.
Description of duties:
In close collaboration with WHO regional and country offices and country and global partners, the incumbent supports the on-going work of the team:
1. Advises member states in strategies and approaches for strengthening monitoring, evaluation and review of national health plans and the development of country accountability plans.
2. Provides technical support for the implementation of methodologies for improving data availability and quality, such as the Service Availability and Readiness Assessments, and the WHO data quality report card, including design and implementation of training programmes, support to data analytical workshops and capacity building in report writing and dissemination of results.
3. Contributes to the development of health information tools and standards through field testing and provision of targeted feedback and development of guidance and training materials based on best practices.
4. Strengthens regional and national partnerships for country capacity building and builds a pool of regional and national partners to enhance the availability, quality and use of country health information for improved monitoring of results and accountability.
5. Contributes to the development and maintenance of the global website for monitoring country progress in results and accountability.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree* in social sciences.
Desirable: Post graduate education public health, health statistics or related sciences.

Skills:
Excellent organizational and analytical skills with the ability to multi-task, identify and solve problems. Excellent interpersonal skills with proven ability to work with senior officials and adapt to multi-cultural environments. Excellent communication skills, with ability to write in a clear and concise manner, and to present factual information. Demonstrated computer skills with emphasis on data management and analysis and GIS/mapping. Excellent knowledge of health statistics and experience using statistical software such as CS Pro, STATA etc. Good knowledge of GIS software (and ArcView and ArcView spatial analyst).

Experience:
Essential: At least 5 years practical work experience, with at least 3 years at the international level, in the area of monitoring and evaluation, health statistics and health information systems.
Desirable: Experience with the UN and/or international and/or national public health/statistics institutes an asset.
Languages:
Expert knowledge of English or French with an Intermediate knowledge of the other required.

Annual salary: (Net of tax)
US$56,091 at single rate
US$60,091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
