OBJECTIVES OF THE PROGRAMME :
The objectives of the Human Resources Unit are to carry out, in an efficient and timely manner, all human resources activities for the WHO Regional Office for the Western Pacific and countries in the region, including policy formulation, post classification, recruitment, contract administration, performance management and staff development, and to provide advice on human resources matters to senior management and staff at all levels throughout the Region.
Description of duties:
1) Coordinates with other Division of Administration and Finance (DAF) staff the welcoming and on-entry support to new Professional staff and their family members. Is first port of call on rental subsidy policy, housing, lease agreements and negotiations with landlords and other related matters. Takes the lead in coordinating all required services to facilitate a smooth transition into the new duty station for all Professional staff and their family members.

2) Provides comprehensive and authoritative advice to staff at all levels on employment conditions and entitlements, briefs/counsels staff members (new or current) on their entitlements in respect of salary and allowances, various leaves, change in family status, etc.

3) Drafts Information Circulars on staff related issues such as: new appointments and extension of appointments.

4) Provides administrative support in conducting local staff salary surveys, both comprehensive and interim, including preparation of documentation and briefing materials for Western Pacific Regional Office's (WPRO's) Local Salary Survey Committee (LSSC), as well as assistance in the local salary surveys in country offices where WHO is the responsible lead agency.

5) Collects and analyses data for International Civil Servise Commission (ICSC) cost of living, classification of duty station and housing surveys, including follow up with staff in WHO and other UN agencies located in Manila.

6) Prepares background material and documentation for meetings of the various HR standing Committees, including Continuing Appointment, Grievance, Local Reassignment, Health and Safety and HIV Task Force.

7) Organizes recognition and award ceremonies for long-service and retirement/reassignment. Reviews and monitors staff eligible for the awards and coordinates with Supply Unit on the purchase of awards.

8) Provides administrative assistance to the Regional Personnel Officer (RPO) in conflict resolution and appeal by coordinating the preparation of the Administration Statement in cases of appeal, including research of background documentation and drafting material.

9) Performs other related tasks, as required.
REQUIRED QUALIFICATIONS
Education:
Completion of secondary education required. University degree in Human Resources Management, Psychology, Public or Business Administration, Law or related field is preferred. Specialized training in HR management, including compensation and administration of justice, is highly desirable.
Skills:
Thorough knowledge of HR rules and regulations and information resources applicable to compensation, benefits and administration of justice within WHO and UN. Proven skills in drafting and editing required. Familiarity with Enterprise Resource Planning systems (GSM). Tact and diplomacy in dealing with parties in appeal cases and external counterparts.
Experience:
Six years' experience in Human Resources required, preferably with experience in compensation and administration of justice with an international organization; cross-cultural experience is desirable. Position having similar duties and functions preferably including work experience in the UN environment; experience in working with Enterprise Resource Planning (ERP) systems an advantage.
Languages:
Excellent knowledge of spoken and written English. Knowledge of other UN languages an asset.
