OBJECTIVES OF THE PROGRAMME :
To provide technical support to countries in the sub-region for building national capacities in order to:
(i) increase country capacity to effectively steer and lead their health system strengthening;
(ii) analyse and propose service delivery models;
(iii) scale-up strategies for service delivery networks based on PHC; and
(iv) support inception and implementation of Global Health Initiatives proposals.
Description of duties:
1. Under the leadership and guidance of the IST Coordinator and technical back up of HSS/HPS, the incumbent will contribute to:
a) develop countries capacities to elaborate and implement National Health policies, Health Sector Strategic Plans with focus on Primary Health Care and District Health Services;
b) build capacities for policy dialogue, efficient of technical interactions with the donor community and countries and the provision of high quality technical support in the field of Health Systems and Services;
c) build capacity to engage in dialogue with stakeholders such as public and private, Community Based organizations and other Civil Society Organizations;
2. Provide technical support to community participation in health service delivery and build capacities to deliver people centered health care.
3. Facilitate partnerships with Regional Working Groups, Regional Tasks Forces and Technical Advisory Groups, regional and global mechanisms such as IHP+ and HHA, working in the field of Health Systems and Services;
4. Establish effective collaboration with priority programs through joint planning and missions in countries, with special focus on development and implementation of Health System Strengthening streams funded by GAVI and other global initiatives;
5. Consult and report to WHO's regional relevant units Health System funding streams.
6. Carry out any other activities requested by the IST Coordinator.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in medicine with post graduate training in Public Health
Desirable: Social Science, Applied Statistics, Health Policy Analysis
Skills:
1)Knowledge of the current issues and stakeholder positions in the global health policy landscape;
2)State of the art knowledge of health district development;
3)Proven negotiation and networking skills;
4)Computer skills;
5)Proven ability to plan, monitor & evaluate.
Experience:
Essential: 7 years of experience, partially or wholly in developing countries, in the field of public health and/or international development, spanning operational work as well as policy dialogue at national and international level. 5 years at least with an international Organization.

Desirable: Experience working at central level on policy development and strategic planning and at district level on implementation including working with NGOs, donor programmes supporting districts and experience in collaborating with sectors other than health will be an added advantage.
Languages:
Excellent knowledge of French or English, Knowledge of Portuguese will be an asset.
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 47 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
