OBJECTIVES OF THE PROGRAMME :
1. To provide guidance to countries in the national health policy and national health strategic plan development;
2. To contribute to enhance MoH leadership in governance through policy and strategic planning;
3. To enhance WHO Capacity in Policy Dialogue around national policies, strategies and plans (NHPSPs);
4. To contribute to monitor progress on the implementation of GAVI, GFATM and other Global Health Initiatives related to health Systems in the Region;
5. To guide countries to strengthen Health Systems using the Primary Health Care (PHC) approach.

Description of duties:
Under the overall guidance of HSS Cluster Director and the technical guidance of OSD Coordinator, she/he will be responsible for the following:

- In consultation with IVD, DPC and HPR Clusters, ensure effective coordination of the work of the ISTs to support countries in developing proposals for health systems strengthening, analyze, review and refine the proposals before submission to GAVI and the GFATM;
- Ensure periodic and timely inputs from the ISTs to the Live Monitoring database and other monitoring mechanisms through regular participation in teleconferences; update HSS through HPS on the main issues raised and follow up on the implementation of the recommendations from the teleconferences;
- Provide technical oversight to ISTs in monitoring the implementation of GAVI HSS and other global initiatives with Health Systems Strengthening funded proposals at country level;
- Provide technical back up to country focal points for EU/WHO and WHO/Luxemburg programme implementation and monitor the progress in collaboration with ISTs and HQ;
- Mobilize and orientate technical experts to supplement WHO capacity in supporting countries;
- Contribute to developing tools and guidelines for the Monitoring and Evaluation for health systems strengthening programmes implementation and promote their use by countries;
- Generate and disseminate regular reports identifying areas requiring further progress and proposing appropriate recommendations on how best to optimize the use of resources from the GHIs;
- In collaboration with ISTs, ensure effective coordination and organization of technical support missions to countries implementing GHIs programmes upon requests;
- Identify operational research themes related to health systems strengthening and identify institutions to collaborate in order to generate evidence for decision making;
- Contribute to the preparation of country health sector review and participate as required in country joint missions of partners;
- Facilitate sharing of best practices of experiences of GHIs programmes on health systems strengthening among countries in the Region;
- Monitor and document trends of health systems and services performance and their impact in collaboration with AHO;
- Under the supervision of HPS, perform any other duties assigned by HSS.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in medicine/ public health
Desirable: Public health and national health planning background, social sciences, statistics.

Skills:
- Technical expertise in planning, monitoring and evaluating of health systems;
- Demonstrated ability to provide sound methodological and technical advice and guidance to multiple
stakeholders and partners in countries;
- Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country
level, as well as with the regional, inter-country and staff at country level;
- Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas
verbally and in writing;
- Ability to plan, analyze data and design studies,
- Ability to monitor and communicate progress in terms of process and results;
- Proven ability to interact effectively at the political level with multiple high-level stakeholders;
- IT Proficiency. Computer literacy and ability to effectively use a variety of softwares.



Experience:
Essential:
- Minimum 10 years of experience at national and international levels in policy, planning, managing or developing health systems including at least 5 years of experience in low-or middle-income countries.
- Monitoring and evaluation of health systems
- Experience with donor coordination.

Desirable:
Relevant experience in WHO, UN or other international organizations. Strong ability to act strategically, to build and maintain solid networks of contacts to generate and share evidence for robust policy development and strategic planning.

Languages:
Excellent knowledge of English or French with a working knowledge of the other language

Annual salary: (Net of tax)
USD 80734 at single rate
USD 86904 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
