OBJECTIVES OF THE PROGRAMME :
To support countries in South-East Asia Region in identifying gaps in numbers and imbalances in skill mix in generation of Human Resources for Health and developing of Master Plan for Human Resources for Health in the broader context of health systems.

Description of Duties:

Under the direct supervision and guidance of Director, Health Systems Development, the incumbent will:
1. Enhance national capacity in planning, production and management of human resources for health in Member countries of South-East Asia Region.
2. Coordinate the human resources for health (HRH) activities of South-East Asia Region by:
a)Developing capacities for HRH in Member countries to plan, produce and manage a cost-effective mix of human resources for health to provide equitable, integrated and quality health care.
b) Facilitating timely implementation of human resources for health programmes and the HRH components of other programmes in coordination with the other health systems team members and other inter-team partners and other relevant technical units in SEARO to strengthen medical and allied health education and services.
c) Planning, implementing, monitoring and evaluating the HRH programmes as per the policy guidelines established by Governing Bodies.
d) Reviewing current developments of country levels as well as regional and global trends in HRH to better advise Member States on HRH on best practices and propose broader available options.
e) Advising and assisting the national authorities to ensure HRH development in accordance with the national health plans, HRH Master Plan and health services requirements.
f) Advising and assisting in the development of training programmes at national and regional levels in the areas of HRH planning, production and management.
g) Prepare progress reports on regional implementation of HRH programmes, as and when required, and draft speeches for meetings and conferences in HRH area.
3. Promote the development of action-oriented research for the development of innovative models/approaches in planning, developing, managing and regulating human resources for health.
4. Promote and support the work of WHO Collaborating Centre (WHOCCs) on Human Resources for Health as well as national centres of excellence to strengthen medical and paramedical education and services in the Region.
5. As part of resource mobilization initiatives, develop proposals to enlist donors' support in the area of HRH.
6. Ensure that the contents of the intranet/website(s) in South-East Asia Regional Office in the related area of specialization are updated; and
7.Perform any other function as required.
REQUIRED QUALIFICATIONS
Education:
University degree in medicine or other health-related science from a recognized university. Postgraduate degree in public health or other health-related sciences.

Other Skills (e.g. IT): Computer literacy, particularly related to computer applications as a management tool

Experience:
Essential :
Ten years of relevant experience in the field of Human Resources for Health (HRH) including five (5) years at the international level.

Desirable :
Practical experience of human resource management/training.

Languages:
Excellent knowledge of written and spoken English. Knowledge of other UN languages an asset.
Annual salary: (Net of tax)
USD 80,734 at single rate
USD 86,904 with primary dependants
Post Adjustment: 36.10 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
