OBJECTIVES OF THE PROGRAMME :
To work with Member States to improve the availability, quality and use of health information at country and sub-national levels and to strengthen the evidence base at regional and global levels to monitor and reduce inequalities in health.
1.Supporting countries to improve their national health information systems, including the capacity to generate timely information and evidence for decision-making from populations and communities, care delivery networks, and health determinants' information from other sectors.
2.Developing national capacities in analyzing and disseminating information for monitoring health situations and trends, health system performance assessments, and evaluating interventions.
3.Strengthening national institutional capacities, including legal frameworks, skilled human resources and appropriate information, as well as communication technology, to operate a robust service delivery information system.
4.Working with regional and international partners in improving the civil registration and vital statistics systems with emphasis on causes of death, and developing innovative approaches in registering vital events.
5.Building capacity for improving death notification and certification forms through continuous training and evaluation, and promoting the use of the WHO Family of International Classification in morbidity and mortality classifications.
6.Supporting the implementation of population and health examination surveys, by providing tools, guidelines in design, data management, analysis and dissemination, and strengthening national capacities to collate, disaggregate and analyze health determinants and equity in health information.
7.Promoting the regional observatory for monitoring the health situation and trends in the region and promoting the development of national health observatories to monitor the national health situation and inequalities using GIS and spatial analysis.

Purpose of the Post:
To support the technical preparation for strengthening national Health Information System (HIS) and provide technical support and guidance to the Member States in HIS and Civil Registration and Vital Statistics (CRVS), improvement and the use of WHO International Family of Classifications, Verbal Autopsy tools, life-table, causes- of death analysis, data quality assessment and mortality and morbidity estimations.

Organizational Context
The incumbent will be working under the direct supervision of Coordinator Health Information and Statistics and overall guidance of Director Information, Evidence and Research on implement priority initiative programmes as determined by the DPM and RD.
Description of duties:
Summary of Assigned Duties:
The incumbent will perform the following duties:
1.Facilitate the technical preparations for initiating a programme to strengthen Health Information System (HIS), including preparations and conducting of an inter-country meetings and country workshops in HIS.
2.Support EMR Member States in conducting CRVS situation analysis to identify gaps and set priorities for CRVS strengthening and guide countries to develop evidence-based strategies.
3.Compile mortality statistics and causes of death, from member states and generate overall cause-specific mortality rates, and life-table using the WHO system of life-tables.
4.Assist in designing surveys questionnaires (household and facility), guidelines and training manuals.
5.Support technical programmes in reviewing and analysing mortality and risk factors data using the WHO Global Burden of Disease tools.
6.Establish and sustain effective working relationships with regional and global partners and relevant stakeholders to improve the national HIS systems by organizing country and regional workshops in area of death notification, certifications and ICD coding.
7.Undertake other tasks assigned by supervisor related to strengthening national CRVS in the region.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Health Sciences or related fields.

Desirable: Master's in Demography, Epidemiology or Biostatistics.

Functional Skills and Knowledge :
-Good knowledge of health information systems/ including birth and death registration and mortality statistics in developing countries and in the context of the Middle East.
-Good analytical skills in situation analysis.
-Knowledge and use of WHO International Classification Disease (ICD); and causes of death data quality and analysis using standard tools
-Strong professional oral and writing skills in English including the development of reports, oral presentations and technical documents

Other Skills (e.g. IT):

Proficiency in MS Office and analytical tools
Experience:
Essential:
At least five years' experience in Health Information Systems, mortality and causes of death statistics, at the national and international levels.

Desirable: Working experience in developing countries and countries in emergency.
Languages:
Excellent knowledge of English.
Knowledge of Arabic or French would be an asset

US$60091.00 with primary dependants
Post Adjustment: 38.6% % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
