Accounts and Finance Management (AFM/GMC)
The Accounts and Finance Management (AFM) Unit provides budget and finance management services to WHO programmes and administration, as well as support the management of financial assets of the organisation in the African Region. The work in scope include awards management, labour distribution planning and control, imprest and other accounts management, treasury, expenditure management and staff health insurance.
Description of duties:
Under the direct supervision of the Awards and Expenditure Management Team Lead, the incumbent will perform the following functions:
1.Support the clearance of donor agreements in regional scope and provide specialist advise to clusters and country offices on issues related to such agreements; forward draft agreements beyond regional authority to the Headquarters.
2.As per award distribution and amendment requests from relevant managers, direct or personally record and/or update relevant information in the Global Management System (GSM) at the appropriate programme budget and organizational structure levels; produce relevant reports and provide feedback to originating managers.
3.Track and follow up receivables as per donor agreements within regional delegated authority; ensure and maintain reporting requirements updated; support the preparation of financial reports to donors.
4.Fund workplans and support development of award budgets; built regional capacity in the management of awards; produce monitoring reports and advise Managers to use funds as per donor terms and conditions.
5.Manage and control expenditures and expenditure batches, including monitoring and controlling the use of funds as per financial rules and regulations; produce status reports by expenditure categories and types, including Direct Financial Cooperation (DFC), Imprest POs to advise management on necessary procedural adjustments.
6.Manage statutory entitlement workplans; support the management of budgets in salary workplans and coordinate the resolution of labour distribution issues.
7.Perform other duties as assigned by the supervisor.
Essential: University degree in Accounting, Management Sciences, Business Administration or Finance. For WHO staff only, equivalent professional training or self-study/work experience.
Desirable: Certification as CPA or Chartered Accountant will be an advantage.
Ability to plan, organize, coordinate and implement inputs from several sources; to express ideas clearly and concisely, both orally and in writing; create synthesized reports and monitor trends in account balances and ledgers at the highest level; to interpret financial rules and regulations and develop standard procedures; to establish and maintain effective working relationships with people of different national and cultural backgrounds; and to supervise staff.
Essential: 5years of progressively responsible professional experience at national or international level in Finance, programme planning or budget activities. Good knowledge of ERP Systems and applications.
Desirable: Experience within UN or other international or multinational organizations.
Excellent knowledge of English or French, and a good working knowledge of the other.
Annual salary: (Net of tax)
US$ 56,091 at single rate
US$ 60,091 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
