To develop national skills in implementing routine and supplemental immunizations and establish effective disease surveillance systems, view of polio eradication, neonatal tetanus and measles elimination and yellow fever control.
Description of duties:
The incumbent will:

1.Provide technical support and cooperate with the national authorities towards the goals of Polio eradication, neonatal tetanus and measles elimination, and yellow fever control through implementing routine and supplementary immunization activities and effective surveillance systems.
2.Providing technical assistance and building capacity of national immunization staff to plan and implement activities aiming increasing and sustaining routine vaccination coverage of at least 90% at national level, based on appropriate technical policy and guidelines;
3.Provide technical assistance in order to develop and reinforce national surveillance system for AFP/EPI, monitor the completeness and effectiveness of reporting and the use of surveillance performance indicators at all level (district, provincial and national);
4.Initiate the evaluation of country programmes and assist national authorities to develop national plans of action in relation to requirements of the EPI disease control goals. Review country level surveillance and identify the need for changes in national strategies;
5.Assisting the national authorities in the preparation of quality NIDs and other supplementary immunization activities for disease control;
6.Advising and advocating for coordination of partners' support, including national commitment and ownership of the programmes;
7.Follow up progress and constraints in the implementation of national EPI plans and identify areas that need extra support;
8.Provide information on the progress of the Polio Eradication Initiative and other EPI-related activities to the IST Central and IVD/AFRO including
a.Weekly and monthly AFP and measles data in the country;
b.monthly aggregated surveillance data on yellow fever and neonatal tetanus in the country;
c.annual incidence of EPI target diseases in the country and routine coverage achieved; on supplementary immunisation activities carried out in the country (Administrative, IM and LQAS);
9.Participate in the planning, implementation and evaluation of capacity building and immunization safety activities and identify and advise on needed internal and external support for specific areas;
10.Document key achievements and best practices in immunization and new vaccines development.
Essential: Degree in medicine with post-graduate degree in Public Health or Epidemiology from a recognized university.

Desirable: Training in human resources management would be an advantage
Proven experience to interact with multi-disciplinary and multinational teams.
Ability to communicate clearly and concisely, orally and writing.
Ability to establish effective working relationships with people of different nationalities and cultural background. Negotiation and facilitation skills. Computer skills.
Essential: At least ten years public health experience at national and international level in planning, training, implementation, monitoring and evaluation of EPI programmes. Extensive experience working in developing countries would be an advantage.

Desirable: Technical expertise in public health, epidemiology, disease control and immunization. Good working experience with WHO in Africa would be an asset
Excellent knowledge of Portuguese, with good working knowledge of other official language (English and French) is an asset.
Annual salary: (Net of tax)
US$ 80,734 at single rate
US$ 86,904 with primary dependants
Post Adjustment: 83.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
