Human Resources for Health
To work closely in strengthening the capacities of member states to develop and manage a competent health workforce, and thereby improve the access of the population to quality health care, through HRH strategic planning and implementation, building governance and education capacities, improving HRH information and knowledge and capacity building for priority health interventions
Description of duties:
In close collaboration with National Department of Health (NDoH), Provinces and Provincial Health Authorities (PHAs), and under the direction of the Technical Officer (Health Services Development), the incumbent is expected to perform the following duties:
1. Assist NDoH to monitor adherence to the national human resources for health policy by public and private providers of health services, health worker training institutions and health professionals regulatory bodies;
2. Provide technical support to NDoH, Provinces and PHAs to develop a human resources for health profile for Papua New Guinea, health workforce plan and staff projections;
3. Assist NDoH, Provinces and PHAs to develop and implement integrated in-service training plans for health staff;
4. Assist NDoH to develop and implement strategies and guidelines for equitable staff deployment and retention, especially in those places considered to be hardship areas;
5. Support NDoH, Provinces and PHAs to build the capacity to implement staff performance appraisals, and to develop and implement staff performance improvement plans;
6. Support NDoH, Provinces and PHAs to strengthen human resources for health management information systems;
7. Collaborate with the NDoH, Provinces, PHAs, faith based providers of health services, health worker training institutions, the private health sector, nongovernmental organizations and international development partners to develop the health human resources needed to meet Papua New Guinea's National Health Plan objectives;
8. Advise on any operational research that may be required to support activities related to human resources for health planning, management and development;
9. Perform any other duties assigned by the WHO Representative.
University degree in a health related science and master's degree in the field of public health, administration and management, human resources or any relevant field are essential. Postgraduate training in the area of human resources planning, management and development is desirable.
Technical expertise and knowledge in human resources for health policies, procedures and best practices in human resource planning, management and development is essential. An understanding of the WHO Global Strategy on Human Resources for Health and the Global Code on International Recruitment of Health Personnel is desirable.

At least seven years of practical experience in the area of human resource planning, management and development in the health sector, including at least 5 years' experience at international level is eseential. Work experience in developing countries is highly desirable.
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD 67 611 at single rate
USD 72 605 with primary dependants
Post Adjustment: 112 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
