HQ/CRE Compliance, Risk Management and Ethics Office
Located within the DGO cluster, the mission of Compliance, Risk Management and Ethics Office (CRE) is to systematically identify organization-wide risks, and by topic area, maintain a risk register record, evaluate it according to its likely impact and probability, and proactively have it managed by risk management owners. The CRE will seek to integrate internal control compliance into all policies and managerial decisions. The CRE will ensure promotion and uphold of highest organizational standards of the Organization, its codes of conduct and core values. Through the ethics function all staff observe and perform their functions consistent with the highest standards of integrity required under International Civil Service. The CRE will liaise independently with internal parties across the different levels of the Organization, developing and presenting to the Director-General its annual work plan of delivery of compliance, risk management and ethics needs across the three levels of the Organization.

Description of duties:
Under the supervision of the Director, Compliance and Risk and Ethics, and in collaboration the Risk and Management Specialist, and with organizational entities (e.g. Legal, IOS, HRD, FNM, and other units and departments):

Record, monitor and report on a wide range of organizational risk areas in a systematic manner.
Review the current approaches available taken on assessing, measuring, and mitigating risks in aspects of programme and operations.
Identify internal constraints which undermine the integrity of, and capacity of being compliant within WHO's programme and operations, and provide recommendations on appropriate corrective measures.
Develop accountability frameworks surrounding risk management and ways in which accountability can be monitored and measured against.
Regularly monitor the status of identified internal risks and be alert to emerging internal risks, as well as the effectiveness of the instituted risk measures.
Provide clear and consistent updates and reports on risks and threats to the Compliance and Risk Management officer.
Provide the unit with timely and accurate information on risk events and threats.
Support the development of internal capacity building for risk management at all levels of the Organization.
Document risk management processes and develop standard operating procedures (SOPs) on risk management, in collaboration with internal focal points.
Assist in the development of training tools in risk management applicable to the Organization.
Advanced university degree in Business Administration, Public Administration, Finance, Law, or related field.*

Demonstrated ability to understand the complex interrelationship of factors that create risks to successful accomplishment of the objectives of an organization; conduct broad contextual analysis; maintain confidentiality and exercise judgement with respect to sensitive information; remain open to change and to manage complexities.
Excellent interpersonal skills and collaborative work style.

Minimum 5 years of combined experience at the national and international levels, in the area of general management which includes experience in organizational risk management.
Advanced user of computers and office software packages and experience in handling of web based management systems.

Experience in strategic planning, results-based management and reporting, formulating, implementing, monitoring and evaluating workplans and programmes.
Experience with working in a multi-national settings with people from different cultural backgrounds.
Expert knowledge of English or French is required.
Intermediate knowledge of the other language is desirable.

Annual salary: (Net of tax)
USD 56091 at single rate
USD 60091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
