UNITAID's mission is to contribute to the scale-up of access to treatment for HIV/AIDs, malaria and tuberculosis for people in developing countries by leveraging price reductions for quality drugs and diagnostics and accelerating the pace at which they are made available. UNITAID is the most innovative organization in Global health, making medicines and tests for HIV AIDS, Tuberculosis and Malaria available to poor countries. It was created in 2006 and grants $250m per year to various types of organizations to change markets of health products and ultimately save the lives of millions. UNITAID is part of the UN system and is hosted by the World Health Organization.
Description of duties:
1 - Leadership and Management:
- Develop and lead the implementation of an integrated External Relations strategic plan which synergizes activities in Resource mobilization, communications and advocacy;
- Develop and maintain strategic objectives and plans in the areas of Resource Mobilization, Communications, Advocacy and Partnerships;
- Coordinate their implementation, monitor progress and results and adjust as needed;
- Develop and manage operational plans and associated budgets. Measure impact & correct plan and approaches as required;
- Report to Executive Director and the Board as needed;
- Lead, guide and manage the External Relations team made up of Resource Mobilization and Communication professionals;
- Be a member of the Senior Management Team of the UNITAID Secretariat;
- Ensure effective and close interaction with other units (Executive Office including Board Relations and Legal, Operations, Market Dynamics and Finance & Administration).
2 - Responsibilities specific to Resource Mobilization:
- Develop approaches that optimize UNITAID's opportunities to secure significant funding through multi-year donor arrangements both by diversifying and strengthening the current donor base;
- Articulate advocacy and communication for effective resource mobilization for UNITAID;
- Create strategies for unifying approaches with partners and stakeholders to avoid competition and maximize resource generation;
- Design and maintain a system of incentives and preferential relations with donors countries that are not part of the Governance of UNITAID.
3 - Responsibilities specific to Communications:
- Coordinate and guide communication and campaign efforts;
- Ensure that the the communication team proactively seeks opportunities to harmonize its work with that of partners and implementers;
- Increase the visibility of UNITAID through appropriate mechanisms, including the multi-language UNITAID website, an active presence in the social media, participation in global and regional events and through publications.
4 - Responsibilities specific to Advocacy and Partnerships:
- Lead and foster the development and strengthening of strategic alliances and partnerships with key relevant stakeholders at all levels;
- Plan, coordinate and strengthen advocacy initiatives;
- Explore innovative partnership opportunities with emerging actors in the fields related to UNITAID's interests;
- Identify and participate in useful networks of other international organizations, government officials, media, etc. to further UNITAID advocacy efforts;
- Proactively monitor global debates and evolutions related to UNITAID's activities and advocacy issues;
- Maintain strong partnerships with organizations such as the Global Fund, UNAIDS, WHO, Roll Back Malaria, the Stop TB Partnership, PEPFAR, IFPMA, etc;
- Strengthen partnerships with political organizations such as the African Union, the European Union, SADEC, etc;
- Develop a strategy on partnerships at country level, including with Civil Society organizations, and the expansion of the relationship of UNITAID with beneficiary countries.
5 - Undertake other assignments as required.
An advanced university degre in a relevant field.
Degree in public health, law or management.
High level of judgment, responsibility and initiative. Demonstrated leadership and managerial abilities. Tact and discretion in dealing with stakeholders and partners. Team player with the ability to think outside of the box. Ability to promote consensus, to guide and motivate others. Ability to explore creative solutions for untapped opportunities e.g. non-traditional donors, private sector. Extensive knowledge of UN systems, intergovernmental bodies, resource mobilization and external relations. Understanding of private sector/foundation culture, negotiation skills and ability to support fund raising. Knowledge and understanding of developing country needs. Excellent interpersonal, organizational and analytical skills, complemented by excellent communication skills.

At least 10 years of progressively responsible experience in external relations, advocacy, partnership and resource mobilization in global health or related area. Demonstrated experience in advocacy and negotiations at country level as well as with United Nations or other international organizations at HQ, regional and/or local levels on public health issues. Experience in strategic planning for partnership development, civil society engagement.
Experience of work in low-income countries, notably on advocacy, government relations, communication, resource mobilization of related topics.
Expert knowledge of English and French are required. Another UN language would be an asset.

A written test may be used for screening purposes. Other similar positions at the same level may be filled from this vacancy notice. This vacancy is published in English only. As a WHO staff member assigned solely and exclusively to support UNITAID, selected staff will have no right of reassignment or transfer outside UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050. (This does not apply to WHO fixed-term staff members reassigned from a non-Partnership position).

Annual salary: (Net of tax)
USD 95'270 at single rate
USD 103'070 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
