WHO's General Management cluster works to facilitate the implementation of WHO's global health mandate through effective and responsive management and administration, by providing supportive policies, systems and services across the Organization. The Cluster covers the following areas: human resources, information technology, finance, planning, resource coordination and performance monitoring and operational support. Also, the Global Service Centre in Kuala Lumpur is part of the cluster.

The office of the Assistant Director General coordinates, guides and oversees the programmatic and administrative cohesion of the departments of the cluster, ensuring optimum delivery of services and output in line with Governing Body resolutions, including the General Programme of Work and the Programme Budget, and within the available resources. The Office also aims at achieving synergies between individual programmes and their implementation, in compliance with the regulatory framework of the Organization.
Description of duties:
Efficient, reliable, transparent and outcome-focused management of a team of staff in the office of
the Assistant Director-General (ADG) and guidance of relevant staff in the Cluster's departments.
The position maintains financial, HR and administrative integrity of and across the Cluster by
ensuring that administrative processes, such as human resources, financial management, budget
support, general administration, procurement, operational planning, monitoring and reporting are
carried out in all departments on a timely basis, with full compliance with rules and regulations of
the Organization and adhering to the agreed procedures. Where appropriate, the work might include
logistics, operations, information technology and resource mobilization.

In particular, the assigned duties include:

Advising and supporting the ADG and Department Heads on all non-technical aspects of operational planning, management and adminstration.

Guiding and supporting staff in the Cluster in performing their administrative and managerial duties. Ensuring staff is given adequate
training, thus ensuring that they understand their responsibilities. Promoting staff knowledge with
regard to WHO's financial, procurement and HR rules and regulations as well as policies and

Serving as the focal point in the Cluster responsible for the administration of proposals and donor agreements assuming a coordinating and certifying role, working closely together with
the Planning, Resource Coordination and Performance Monitoring Department.

Promoting a culture of consistent compliance with rules and regulations as well as ethical behaviour, best suited to instil trust by key stakeholders such as donors and Member States in WHO's activities.

Creating an environment in the cluster that promotes and supports the implementation of the best management practices, which are aligned with the overall changes in management / administrative roles, responsibilities and practices in WHO globally.

Leading the effective and efficient implementation of WHO's internal control framework in the Cluster and reporting any major discrepancies to the
ADG and the relevant functional leads in the General Management Cluster (GMG). In particular,
the incumbent is expected to work closely with budget, finance, programme, HR procurement and
administrative staff within the cluster via the authority of the ADG and actively liaise with relevant
departments in the GMG.

Promoting a culture of regular performance appraisal and feedback by supporting managers and staff throughout the performance management cycle, and by monitoring the process.

Assisting and advising the ADG and other senior managers in the Cluster on managerial issues, organizational development and design, general administration and projects relevant to the mandate of the Cluster.

Supervise staff reporting to the management office.
* Essential
Advanced-level University degree in business administration, human resources management,
economics, social sciences or a closely related field.
Demonstrated skills and experience in general management and administration, budget, finance,
HR, and, procurement with the ability to analyse data and processes and recommend appropriate actions and to prepare managerial reports. Mature judgment and ability to detect shortcomings and
anomalies and recommend remedial actions in line with WHO financial rules and regulations. Very
good knowledge and skills in the use of modern integrated ERP systems. Analytical skills and
ability to work under pressure. Sound judgment, integrity and tact in dealing with others. Good
communication (written and oral) and interpersonal skills. Good knowledge of the WHO or UN
administrative rules, regulations and policies, including changes due to IPSAS implementation.
* Essential
A minimum of 10 years of practical experience relevant to the position, with increasing levels of
managerial responsibility, of which a minimum of 5 need to have been gained in an international
UN and / or WHO work experience. Experience at Regional / Country level. Experience in change
management and organizational development. Knowledge of WHO GSM or other ERP systems.
Excellent knowledge of English. Working knowledge of French desirable.

US$80 734 at single rate
US$86 904 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
