To ensure efficient, effective and sound general management support and services to all organizational levels and programmes in the Regional Office and at the country level.
Description of duties:
Purpose of the Post:
To provide support to the Regional Budget and Finance Officer (RBFO) in the management and coordination of budgetary and financial activities in support of the various programmes and activities of the Region.

Organizational Context:
Under the direct supervision of the RBFO, and the overall guidance of the Director of Administration and Finance (DAF), the incumbent will assist in strengthening the unit's operational capacity in support of programme delivery. S/he will act as the focal point for the day-to-day operations of the Budget and Finance Unit and collaborate with RBFO in ensuring efficient and transparent financial services. Providing guidance and support, the Assistant BFO will coordinate the unit's activities and ensure efficiency and effectiveness in supporting the overall financial activities of the Region. The incumbent is expected to work independently, interpret and exercise sound professional judgment and initiative in the application of the guidelines, rules and procedures. Deviations require consultations/clearances with supervisors.

Summary of Assigned Duties:
The incumbent will perform the following duties:
1. Provide effective, efficient and flexible administrative and financial support and services at all organizational levels required for the region's successful conduct of its programme, including analysis of work procedures, development of budgetary and financial control guidelines and execution of financial management and policies, treasury functions, payroll, health and pension matters.
2. Responsible for the review and revision of all administrative, financial and budgetary agreements between the WHO and other organizations, entities and donors. These include memoranda of understanding, letters of agreement, and other legally binding documents.
3. Participate in human resources' planning process, policy development and problem solving in the area of budget and finance. Duties include but are not limited to: on-site monitoring, recruitment and placement of staff within budget and finance unit, undertaking subsequent follow-up activities, such as reporting on progress, training and guidance.
Essential: Advanced University Degree in Business Administration with specialization in finance or

Desirable: Professional accounting qualification such as a CA, CPA or equivalent.

Functional Skills:
- Thorough knowledge of accounting principles and procedures in the areas of budgeting and financial management.
- Good knowledge and skills in the use of modern accounting system.
- Good supervisory, communication and interpersonal skills.
- Integrity, tact and discretion in dealing with others.
- Demonstrated ability to act independently and exercise sound judgement.
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

Other Skills:
Proficiency in MS Office as well as Oracle or any other ERP system.
Essential: At least seven years of experience in the areas of budgeting and financial management, including supervision of staff, out of which 5 years are at the international level.

Desirable: Experience with the UN system as well as with International Public Sector Accounting Standards.
Excellent knowledge of English. Knowledge of Arabic is desirable.

Annual salary: (Net of tax)
USD 67483.00 at single rate
USD 72467.00 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
