WHO aims to fulfill a role in supporting the agenda of CRVS, which was initiated by HMN. The goal is to clearly shape up WHO's work in this area on birth and death registration, and cause of death ascertainment, building on the HMN work and in close collaboration with partners.
Description of duties:
Under the supervision of the Director, HSI the incumbent will:

1. Coordinate and facilitate the global agenda of strengthening civil registration and vital statistics systems in countries, in close collaboration with UN regional commissions, especially in Africa, Asia and the Eastern Mediterranean and with a focus on the 75 countries mentioned in the Commission's report;
2. Facilitate and monitor the implementation of the recommendations of the Commission on Information and Accountability on strengthening birth and death registration, including regular reporting of progress, working to strengthen the country support platforms in Africa, Asia and the Eastern Mediterranean;
3. Develop, or contribute to the development, of technical tools and advocacy materials for CRVS, in close collaboration with the Department of Health Statistics and Information Systems and others;
4. Develop, or contribute to the finalization and publication of analytical documents on CRVS such as the Systematic Review, Facilitators Manual, Final Investment Case and Country Costing Study and MoVE IT Synthesis and State of the Worlds CRVS Systems;
5. Provide technical assistance on issues related to strengthening CRVS to countries as needed;
6. Represent WHO at international events as required;
Advanced University degree in public health or related social/medical science or business management or public administration.
Demonstrable understanding of and experience in the dynamics of CRVS strengthening, with a focus on the health perspective, and the public health needs of developing countries; High level of public credibility and proven track record of establishing and maintaining effective relationships with multiple stake-holders; Proven ability in providing leadership in a complex environment, ideally in the context of multi-partner programmes; Demonstrated skills in the organization, coordination, communication, negotiation, staff management and management of a significant budget; Working knowledge and experience in areas related to the work of civil registration and vital statistics.

At least 10 years of experience at a senior level in management and strategic planning, including performance-based monitoring and evaluation; Knowledge and experience in health areas related to CRVS technical assistance, including understanding of the health needs of developing countries and the global public health funding landscape. Knowledge and experience at a senior level in working with global health in agencies and partners (multilateral, bilateral and inter-governmental), in the execution of global health initiatives. Experience in working and collaborating with Ministries of Health and other applicable national bodies in the design of results-based health interventions.
Expert knowledge of English required.

Annual salary: (Net of tax)
US$80,734 at single rate
US$86,904 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
