OBJECTIFS DU PROGRAMME
The RPL Programme area supports Member States of the Region to strengthen their capacity in the area of research for health to generate information, evidence and knowledge, disseminate health-related literature, share and use evidence for policy-making and public health action. The objectives of the programme are to:
 Support Member States to strengthen their national systems for research for health through improved leadership and coordination, promotion of the good practice and establishment of effective linkages between research results and health policy and practice;
 Promote partnership between WHO AFRO and relevant research initiatives and actors at the global and regional levels, facilitating coordinated support to Member States;
 Ensure coordinated action on research policy for health among all Regional Office Clusters and Programmes to facilitate synergy and efficiency;
 Provide guidance and support in the preparation and editing of WHO technical publications in the Region ensuring adherence to global organizational publication norms and standards;
 Collect, process, organize, store, disseminate and promote the use of print and electronic publications and other materials produced by WHO and other sources, including strengthening the capacity of health librarians and facilitating networking among health libraries and information centres in the Region.

Description des fonctions
Under the supervision of the Health System Strengthening Director the incumbent will be expected to perform the following duties:

1. Coordinate WHO Regional Office for Africa activities in the areas of research for health, publications and knowledge dissemination, including library services, liaising with relevant Regional Office Clusters and Programmes as well as relevant programmes in WHO HQ and WHO country offices;

2. Promote, plan, develop and evaluate WHO's health research activities in the Region, including capacity building, taking into consideration regional public health priorities, needs and commitments and WHO policies;

3. Lead and coordinate the mobilization of resources for WHO's work in research for health, working with relevant regional office programmes and related financing mechanisms;

4. Ensure collaboration, coordination and exchange of information on research within the Organization, and with Medical/Health Research Council, WHO Collaborating Centres, research networks, and others relevant government, Nongovernmental institutions and multilateral organizations;

5. Promote partnership between WHO/AFRO and research initiatives and actors in the Region and at global level, facilitating coordination support to Member States;

6. Organize the activities of regional health research platforms, such as the African Advisory Committee on Health Research and Development (AACHRD), that are aimed at promoting and stimulating research for health in the African Region;

7. Provide guidance in the preparation and editing of WHO technical publications in the Region, ensuring adherence to global organization publication norms and standards;

8. Promote and oversee the WHO Library Service in AFRO, to improve the collection, storage and dissemination of health information to WHO staff , Member States and health development actors in the region, including supporting capacity strengthening and networking of health libraries, documentation centres and literature services at country level;

9. Perform any duty assigned by the Health System Strengthening Director or the Regional Director.

QUALIFICATIONS REQUISES
Formation :
Essential:
Advanced university degree in public health, health sciences, epidemiology, statistics, demography or other related field.

Desirable:
PhD in research-related field; training in public health.
Compétences :
Good management, leadership, Communications, public relations and interpersonal skills. Thorough knowledge of the principles, techniques and practices of a wide range of research issues and ability to work in a multi-disciplinary and cultural environment. Ability to establish and maintain partnership at local and international levels. Experience in planning/organizing international meetings. Knowledge in WHO procedures.

Computer skills, especially in processing programmes

Expérience :
Essential:
At least 10 years of experience with 7 years in leadership positions in the development and implementation of health research programmes at national level. 5 years of professional experience in international health

Desirable:
Solid experience in the organization and management of health care system and in knowledge and information dissemination.

Langues :
Excellent knowledge of English or French with a working knowledge of the other language. Knowledge of Portuguese language would be an asset

USD 95394 fonctionnaire sans personnes à charge
USD 103204 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 65.3 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
