OBJECTIVES OF THE PROGRAMME :
To provide technical support to countries in order to strengthen their capability in operational research, be the focal person of the African Programme for Onchocerciasis Control (APOC) management on operations research; advice on administrative and managerial challenges in fostering APOC research agenda at international and national levels.
Description of duties:
Under the general guidance of the Programme Director and the direct supervision of the Chief of Sustainable Drug Distribution Unit, the incumbent will act as the focal person of APOC management on all matters related to research, in particular coordinating, monitoring, building national capacity on research aimed at improving the impact of APOC operations:

a. Ensure good management and follow-up of all research activities of APOC or research in which the Programme is involved;

b. Ensure good management and coordination of operational research proposals from countries;

c. Analyse reports of operational research undertaken under the financing of the Programme and prepare feedback;

d. Initiate and coordinate activities to improve operational research capacity of the National onchocerciasis task forces (NOTFs);

e. Ensure the valorisation of operational research conducted with financial support of APOC;

f. Analyse CDTI project evaluation and monitoring reports and prepare feedback to countries;

g. Analyse plans of action and budgets of CDTI projects, including sustainability plans and prepare feedback;

h. Contribute to the up dating and editing of the APOC Web site;

i. Support and strengthen the capacity of countries in preparing articles on monitoring and evaluation; incentives and the impact of onchocerciasis control activities;

j. Contribute substantially to the writing of APOC progress report;

k. Contribute as main rapporteur to the preparation of, the reports of the Technical Consultative Committee (TCC) of the Programme, and the feedback to countries/projects of the recommendations;

l. Prepare correspondences for the signature of the Director in connection with the activities of the programme in countries;

m. Perform on request all other tasks related to onchocerciasis control.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced degree from a recognized University in Epidemiology, socio-anthropology or in Entomology. Ability to design and apply innovative strategies for research in Tropical diseases and health behavioural change.

Desirable: Training in community involvement and participation strategies and civil society mobilization.
Skills:
Extensive knowledge and skills in problem identification, in technical approaches, methodologies and strategies to understand the problems and suggest solutions. Ability to establish effective working relationships with people of different nationalities and cultural background. Proven experience in Epidemiology or social sciences or Entomology basic research, and ability to evaluate onchocerciasis control programs is required.
Experience:
Essential:
At least 7 years of experience in conducting or supervising/coordinating research studies, of which at least 4 years should be at national or international level. A minimum of 3 years of working experience in community-based projects in health or development programmes would be an asset.

Desirable: Working experience with WHO or other international experience would be an asset.
Languages:
Excellent knowledge of English or French and a good working knowledge of the other. Working knowledge of Spanish or Portuguese would be an asset.
Annual salary: (Net of tax)
US$ 72,467 at single rate
US$ 67,483 with primary dependants
Post Adjustment: 47 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
