OBJECTIFS DU PROGRAMME
To contribute to the reduction of childhood mortality in the African Region through provision of quality technical support to Niger and Nigeria.
Description des fonctions
Under the direct supervision of the West IST Coordinator and of the project leader of RAcE2015, the incumbent will:

1.Support the roll-out of iCCM in Niger and Nigeria in the context of the RAcE2015 project, in liaison with WCO, IST, RO and HQ teams;
2.Facilitate the development of an iCCM policy in Niger and Nigeria in collaboration with the Ministries of Health and development partners to inform policy development in the West-African region;
3.Provide technical assistance to the grantee to develop country implementation plans for RAcE2015 in Niger and Nigeria within the context of national disease control plans, in collaboration with the national Ministries of Health, WHO and partners;
4.Provide technical assistance to the grantees to develop an monitoring and evaluation (M&E) framework and data collection tools for RAcE2015 in collaboration with project staff and assist in the timely and high-quality collection of M&E indicators as required by the RAcE2015 grant agreement;
5.Provide support for capacity building in relation to iCCM through training, supervision and mentoring;
6.Ensure the liaison between the RAcE2015 grantees, WHO and the Ministries of Health in Niger and Nigeria to ensure implementation of theRAcE 2015 intervention as an integral part of government health services;
7.Supervise the implementation of the RAcE2015 country workplans in Niger and Nigeria, with a particular focus on M&E grant requirements and production of reports to the donor agency;
8.Ensure compliance with WHO financial accountability and standards
QUALIFICATIONS REQUISES
Formation :
Essential: Degree in medicine, with post graduate degree in epidemiology or public health

Desirable: Certificate or diploma in malaria control or childhood diseases would be an advantage.
Compétences :
Knowledge in public health problems, in M&E methods and tools, knowledge of tropical diseases and childhood
Diseases;
- Technical competence in Malaria and childhood diseases with skills in developing national implementation plans,
especially for the treatment policy;
- Ability to work harmoniously as a member of a team, able to adapt to diverse educational and cultural
backgrounds and maintain high standards of personal conduct; able to initiate and maintain policy dialogue with
partners;
- Excellent communication skills and ability to work under pressure;
- Negotiation and facilitation skills;
- Proposal development skills.
Expérience :
Essential: At least seven years of experience in the field of communicable or childhood disease prevention and control especially in community based management and monitoring and evaluation in developing countries.

Desirable: Experience in WHO and/or an international organization/institutions. Five years of experience in providing technical support to countries in the African Region in the planning and implementation of M&E and disease control activities is preferred.
Langues :
Excellent knowledge of French or English and working knowledge of the other. Knowledge of Portuguese is an asset.
Traitment annuel (Net d'impôts)
US$ 67,483 fonctionnaire sans personnes à charge
US$ 72,467 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 47 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
