OBJECTIVES OF THE PROGRAMME :
Programme Planning, Monitoring and Evaluation (PME) Unit follows two major strategic directions: Planning, Budget and Monitoring (PBM), which operates in a result-based environment and the Country Support (CS). The unit facilitates and supports the development of Global Programme of Work including biennial Programme Budget development and management through General Ledger, operational planning, performance monitoring and assessment and reporting. Result based management framework and planning tools are developed to ensure proper resource distribution and coordination, and efficient programme implementation. The unit serves as an effective bridge between Country Offices and Regional Office and other levels and areas of the Organization in order to optimize WHO technical cooperation at country level through the integration of political, technical, managerial and administrative aspects. The Country Support works in constant dialogue with Headquarters, regional departments and Country Offices (COs).
Description of duties:
Purpose of the Post:
To support the availability and management of critical information, data and managerial tools and ensure timely backstopping of technical units in the application of Results-Based Management approaches.

Organizational Context:
Under the direct supervision of Coordinator/ Programme planning monitoring and evaluation and the overall guidance of the Planning and Budget Officer, the Technical Officer will provide support on Programme management as well as ensure technical assistance in planning, preparation, monitoring, review, and control of project management operations.

Summary of Assigned Duties:
The Technical Officer will perform the following duties:
1. Assist in design and development of data templates and tables for Programme Budget (PB) and consolidate the respective allocations for all Budget Centers.
2. Review, monitor and evaluate PB allocations; analyze and report Budget Center implementation throughout the biennium; perform funding gap analysis; consolidate and maintain budget documents; ensure historical records are maintained and trend analysis is performed.
3. Provide technical support for development of inter-country and Joint Programme Review Mission work plans.
4. Review and analyze budget requests, process budget journals and maintain regional holding account.
5. Provide necessary support to all Regional and Country Office staff on issues related to programme and budget management.
6. Develop high level and ad-hoc reports for regular monitoring and reporting.
7. Provide technical support preparation and compilation of technical monitoring exercise.
8. Provide system support ERP (Oracle) system related function in the areas of Project and budget management modules.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Business Administration, Accounting or related disciplines.

Desirable: Master's degree in business administration or related discipline.

Functional Skills and Knowledge:
- Knowledge of programme planning, budgeting and implementation in a result based management framework.
- Ability to express ideas clearly and concisely; analyse results and budget and recommend appropriate actions.
- Maintain effective working relationship with people of different national and cultural backgrounds.
- Ability to apply IT technology to result based management issues.
- Good working knowledge of budget and programme management area

Other Skills (e.g. IT):
Proficiency in MS Office, spreadsheets, Business intelligence and ERP.
Experience:
Essential: At least two years of relevant experience in project management, Enterprise Resource Planning Support, Business Intelligence and Budget management.

Desirable: Experience in training and user support, as well as experience with the UN organizations.
Languages:
Excellent knowledge of English. Knowledge of other UN language would be an asset.

Annual salary: (Net of tax)
USD 46,730.00 at single rate
USD 49,821.00 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
