OBJECTIVES OF THE PROGRAMME :
Within the Department of Finance (FNM), the Accounts Unit (ACT) is responsible for global
accounting policies, accounting operations, awards and financial reporting. Specifically, ACTprovides accounting policy guidance and support throughout the Organization and ensures effective
financial controls are in place. It directs and coordinates the global monthly and yearly financial
closure processes and prepares IPSAS compliant financial reports. ACT monitors the general
ledger, ensures expenditure control and monitoring and is also responsible for the timely and
accurate recognition of revenue for the Organization, managing accounts receivable and application
of cash receipts, award management, fund accounting and donor reporting. Financial information on
the status of awards, revenue and expenditure is also provided across the Organization.
Description of duties:
Under the overall direction of the Chief Finance and direct supervision of the Finance Officer,
Awards, the incumbent is responsible for the following:
1) Manage the donor financial reporting
group, including objective setting, coaching and training of staff in the unit.
2) Establish and implement procedures to ensure timely and accurate financial reporting to donors, to ensure reports submitted are entered in GSM and records management system, that reported balances are refunded / reprogrammed in line with donor requests and that awards are correctly closed.
3) Suggest and implement improvements to donor reporting processes.
4) Provide technical expertise to health technical units and regions regarding donor financial reporting.
5) Provide guidance for EC financial reporting including coordination of verification queries and financial input on updates to standard EC agreements (FAFA).
6) Review donor agreements to ensure all financial clauses are in line with WHO policy.
7) Oversee the correct and timely charging of programme support costs to awards.
8) Calculate and apportion interest earned on cash balances to awards correctly.
9) Other duties as assigned by supervisor.
REQUIRED QUALIFICATIONS
Education:
* Essential:
University degree in a subject related to the purpose of the position or formal accounting
qualification.
Desirable:
Professional accounting qualification such as a CA, CPA, ACCA or equivalent.

Skills:
Excellent judgment is required to effectively manage the donor financial reporting processes;
technical expertise is needed in accounting and to provide expert advice on interpretation of
financial rules and regulations, and to establish new internal accounting instructions/guidelines, as
required. Proven excellent written and communication skills, including ability to train or provide briefings to varied internal audiences. Integrity, tact and discretion in dealing with internal
stakeholders. Supervisory ability, negotiation skills and a team player.

Experience:
Essential:
A minimum of 5 years of relevant practical experience, with an emphasis in financial accounting, managing financial transaction processing, and/or financial reporting, in an international environment and using integrated financial management and reporting systems.
Desirable:
Experience in application of international accounting standards. Experience working with
International Public Sector Accounting Standards, International Financial Reporting Standards or
other international accounting standards. Proven project management skills and experience in
conversions and transitions to an ERP system.
Languages:
Excellent knowledge of English with a good working knowledge of French.

Annual salary: (Net of tax)
US$56 091 at single rate
US$60 091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
