To provide support to Egypt to progress towards universal health coverage through:
-Reducing the incidence of catastrophic and impoverishing out-of-pocket expenditure for health through extending prepayment and pooling mechanisms;
-Ensuring equitable service delivery, especially to the poor and marginalised;
-Promoting evidence-based policy-making, sound resource allocation and optimal health planning by developing and integrating a context-appropriate health information system and through the execution of operations research to inform policy-makers; and
-Supporting the MoH in its efforts to further strengthen its health workforce.

Organizational Context :
The incumbent will work under the direct supervision of the WHO Representative and overall guidance of Director Health Systems Development and will have close working relationship with other professional and administrative staff in the country office. He/she will work directly with the national government and development partners to support the development of evidence-policies and implementations.

Purpose of the Post:
To provide technical support to health system development and health financing reform in Egypt.
Description of duties:
1.Provide technical support in development of health financing policies to progress towards universal health coverage, including :

a.providing technical assistance to develop and implement policies to increase revenue for health through additional and innovative mechanisms;
b.providing technical assistance to develop and implement policies to increase equity and efficiency of pooling mechanisms and extend coverage to the informal sector;
c.providing technical assistance to develop and implement policies to increase equitable and efficient use of resources notably through developing and implementing reforms on provider payment mechanisms and on health service purchasing;
2.Provide technical support to cross-sectoral policy dialogues aimed at implementing health financing policies;
3.Facilitate the development of health financing reform and policies such as regulations, laws, decrees and public-private partnership policies;
4.Facilitate technical assistance to the MoH on overall health system policy development and national health planning, including in areas such as health information, health workforce and health service delivery;
5.In collaboration with other development partners and UN agencies facilitate policy dialogues among different stakeholders and ministries;
6.Provide technical assistance to donors and the MoH for the development of health system performance criteria and indicators, performance monitoring tools, associated financial and non-financial incentives and training of monitoring teams in conducting performance monitoring for service delivery to poor and marginalised people;
7.Develop and implement relevant health financing and health systems operational research in close collaboration with relevant institutes, donors and ministries to inform policy-makers;
8.Monitor project budgets, prepare project documentation and reports, and participate in developing new projects as assigned;
9.Perform other tasks as required.
University degree in Health Economics or Public Health or any other field and Master's Degree in Economics or Health Economics or Health Management or other relevant field. Suitable combination must include Health Economics/ Management/Financing at one of the levels above.

Other Skills (e.g. IT): Proficiency in standard MS Office software applications
Essential: At least seven years of combined experience in health care financing and/or Health Systems at the national and international levels
Excellent knowledge of English. Knowledge of Arabic and French an asset.

Post Adjustment: 38.6% % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
