HQ/ACT Accounting Services (HQ/ACT)
The Accounts (ACT) is responsible for global accounting policies, accounting operations, awards and financial reporting. Specifically, ACT provides accounting policy guidance and support throughout the Organization and ensures effective financial controls are in place. It directs and coordinates the global monthly and yearly financial closure processes and prepares IPSAS compliant financial reports. ACT monitors the general ledger, ensures expenditure control and monitoring and is also responsible for the timely and accurate recording of all revenue for the Organization, award management, fund accounting and donor reporting. Responsibilities include recording all new donor agreements, entering the distribution and funding workplans, matching receipts to awards and managing amounts receivable. Financial information on the status of awards, revenue and expenditure is also provided across the Organization.
Description of duties:
1. Performance of audit procedures on FP7 projects as required by the Annex D of such agreements and preparation of deliverables to the European Commission including: Tracking of FP7 projects, reporting dates and requirements for cost certificates, liaising with technical units to plan time for completion of review of reports and cost certificates, requesting deliverables required from the technical unit in a timely manner, providing support to ensure that records maintained are compliant with the requirements of the donor.
2. Analyze the financial data used by technical units when preparing Form Cs for FP7 agreements.
3. Support the monitoring of reporting deadlines to European Commission. Provide guidance on requirements of EC reporting and streamline the procedures wherever possible. Provide technical expertise to technical units, regions and other entities regarding all aspects of financial reporting.
Other ad hoc financial reporting related duties as required.
Essential: University degree* in finance or accounting. Desirable: Professional accounting qualification such as CA, CPA, ACCA or equivalent.

- Demonstrated skills and experience in finance, audit, accounting management and reporting, with the ability to analyze financial data, summarize results and recommend appropriate actions.
- Ability to plan and organize tasks on an autonomous basis
- Comprehensive knowledge of principles and practices of accounting and financial management. Very good knowledge of and skills in the use of modern integrated accounting systems.
- Sound judgment, integrity, tact and discretion in dealing with others.
- Good communication (written and oral) and interpersonal skills. Ability to communicate clearly and concisely with finance and non-finance staff.
- Thorough knowledge of accounting systems and financial policies, procedures and regulations and related IT experience.
- Integrity, tact and discretion in dealing with internal and external stakeholders. Excellent IT literacy in Excel, Word, Access. Experience with an ERP system, particularly Oracle.

Essential: A minimum of three years of progressively responsible experience in finance. Experience in financial audit.
Desirable: Experience in project financial management would be an asset.
Expert knowledge of English required. Expert knowledge of French desirable.

US49,821 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
