OBJECTIVES OF THE PROGRAMME :
The mission of IOS is to provide independent, objective assurance and advisory services designed to
add value and improve the Organization's operations. It helps the Organization accomplish its
objectives by bringing a systematic, disciplined approach to evaluating and improving the
effectiveness of processes for risk management, control and governance. It conducts investigations
of alleged irregular activity and is the custodian of the WHO Organization-wide evaluation function.
Description of duties:
1. In consultation with WHO senior staff, plan, conduct and report on comprehensive evaluations
and performance audits in a manner to ensure that: risks are appropriately identified and managed,
with a specific focus on technical programmatic matters; interaction with the various "governance"
groups within the Secretariat occurs as needed; significant managerial and operating information is
accurate, reliable and timely; resources are acquired economically, used efficiently andadequately protected; programmes, plans and objectives are achieved; quality and continuous improvements are fostered in the Organization's programme, monitoring and evaluation processes. 2. Formulate pragmatic recommendations and secure management's agreement to improve weak or problematic areas identified during assigned evaluations and performance audits.
3. Monitor the action taken and assess the adequacy of response to recommendations and periodically report thereon. Consult with
operating management on implementation of recommendations.
4. Assist with the implementation of WHO Organization-wide Evaluation Policy.
5. Perform any other special reviews and other tasks assigned by Coordinator, Evaluation or Director IOS..
REQUIRED QUALIFICATIONS
Education:
* Essential:
Advanced university degree (Masters) in medicine, social sciences, administration maangement, audit or public health.
Desirable:
Professional evaluation qualification. Post-graduate degree in public health.
Skills:
Sound knowledge of techniques for assessing programme management and evaluation, and their
application. Good analytical skills; knowledge of management principles; ability to communicate
effectively both orally and in writing; maturity of judgment, tact, integrity and discretion. Ability to
maintain effective working relationships with people of different national and cultural
backgrounds. Ability to apply IT technology when needed. Demonstrated technical competence in
the review and evaluation of programmatic matters.

Experience:
* Essential:
At least 7 years of programme planning, performance review or programme evaluation experience of technical matters of which at least 3 years with international experience. Broad experience with evaluative work relating issues of efficiency, effectiveness and value for money, and public health.
Desirable:
Work experience with WHO at country or regional levels.
Languages:
Excellent knowledge of English with a working knowledge of French.

Annual salary: (Net of tax)
US$ 67 488 at single rate
US$ 72 467 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
