OBJECTIVES OF THE PROGRAMME :
Through effective communications, partnerships and fundraising, to promote WHO's image and profile and mobilize adequate volumes of funds and resources to sustain the organization's ability to deliver its technical mandate to Member States in the Region.

Purpose of the Post:
To maintain protocol coverage and develop external relations through regular interaction with existing and potential donors at regional and country level.
Description of duties:
Organizational Context:
Under the direct supervision of the Manager, External Relations and Communications, the incumbent will develop proactive fundraising strategies which include the preparation of regular donor updates and proposals to seek funding for all WHO country programmes.

Summary of Assigned Duties:
1. Design, coordinate and implement protocol coverage for high-level missions and meetings for the Regional Office and Regional Director and to ensure that necessary arrangements are in place.

2. Maintain direct contact with external partners for successful organization and preparation of high-level meetings and official social events and ceremonies hosted by the Regional Office.

3. Establish and maintain a comprehensive network for protocol and external relations purposes.

4. Maintain direct contacts with existing and potential donors with the aim of securing the existing donor base and to expand it further.

5. Support Country Offices in maintaining protocol coverage and developing external relations with host governments and with existing and potential donors and other partners.

6. In close cooperation with other staff of the external relations and communications unit and technical units, to strengthen and expand channels for communication and external relations with potential donors at regional and country level.

7. Develop new initiatives including the use of social media for protocol and external relations for creation of sustainable partnerships.

8. Keep senior management informed of needs and requirements for improved protocol and external relations.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Communications, or Public Relations, Social Sciences or International Relations.

Functional Skills and Knowledge:
- Ability to work independently adapting initiative, tact and discretion.

- Excellent organizational and interpersonal skills and ability to work with short deadlines and under pressure.
- Ability to establish relationships with donors and external partners.
- Proven capacity to analyze data and synthesize reports.

Other Skills:
Proficiency in MS Office.
Experience:
Essential: At least 5 years of relevant experience working in the area of advocacy, external relations and communications.
Languages:
Excellent knowledge of English. Knowledge of other WHO working language is an asset.
